Kannur airport foundation stone laying ceremony on Dec 17: Kodiyeri
Kerala is to get its fourth international airport at Kannur, the foundation stone for which will be laid Dec 17, state Tourism and Home Minister Kodiyeri Balakrishnan said Saturday.
The foundation stone will be laid at Mattanur near Kannur town, Balakrishnan told reporters in New Delhi after meeting with Union Civil Aviation Minister Praful Patel.
'Once complete, this would be the biggest airport in the state. Close to 1,300 acres of land has already been acquired and another 700 acres would be acquired once work commences this year itself. We expect to complete the work in two years time,' said Balakrishnan.
Patel and Chief Minister V.S. Achuthanandan would be the chief guest at the foundation stone laying ceremony.
A new company, Kannur International Airport Ltd (KIAL), has already been registered and the new Rs.1,000-crore airport would be built under a private public initiative, officials said in Kannur.
The state government has appointed former civil aviation secretary V. Thulasidas as the managing director of the new company.
The shareholding pattern of the new airport would be 26 percent held by the state government, 23 percent by state-owned public sector units and two percent by organisations in which the state government has minor stakes. The remaining 49 percent would be held by the public, including non-resident Keralites.
The state government's contribution would be the value of the land that it has been acquiring for this venture since 1998.
An airport at Kannur was first proposed when E.K. Nayanar was chief minister (1996-2001).
The nearest international airport to the proposed one is at Kozhikode, located under 80 km away by air.
The proposed airport will come as a boon for the large number of non-resident Keralites in the districts of Kannur and Kasargode who now have to either travel to Kozhikode or Mangalore.
Moreover, tourists headed to Coorg can also use this airport.
According to a study, close to 1.5 million passengers would use this airport and it would handle 86,000 tonnes of cargo a year after it opens.
Kerala already has three international airports at Kochi, Kozhikode and Thiruvanananthapuram.

Thiruvananthapuram: Kerala Tourism and Home Minister Kodiyeri Balakrishnan Tuesday denied making any allotment of shares in the proposed Kannur international airport.
'The paperwork has begun with regard to the allotment of shares. Initially at the time of talks, a few private sector players wanted 74 percent. When it was said that would not be possible, they asked for 52 percent, which too was negated by the government. At the moment, three private sector groups have asked for 26 percent shares. Anyone desirous of getting shares in the airport can apply and a decision would then be taken to do a pro rata allotment,' said Balakrishnan.
The Mumbai-based Leela Hotel group and Infrastructure Leasing & Financial Services Limited (IL&FS), one of India's leading infrastructure and finance companies, are eyeing a major stake in the airport.
The foundation stone for Kerala's fourth international airport would be laid at Mattanur near Kannur town Dec 17.
'Civil Aviation Minister Praful Patel and Chief Minister V.S. Achuthanandan would be the chief guests. We expect that the airport would be ready in two years. It would be the biggest airport in the state, spread over 2,000 acres,' he said.

Kannur Airport: Leela group co-promoter
Kannur: It is learnt that Leela group, owned by Captain C Krishanan Nair, would become co-promoter in the proposed airport at Kannur. The foundation stone for the airport would be laid on December 17. Earlier, the state government had formed a company named Kiyal to oversee the construction activities. The airport would become a reality through public- private- partnership. The cost is estimated at Rs 1000 core. The government would own 26% stake and public sector undertakings would have a ownership of 23 %. 32 % would be given to private players. The government is considering Mumbai Leela group and Infrastructure Leasing and Financing and the rest of shares for public subscription.

മട്ടന്നൂര്: കണ്ണൂര് വിമാനത്താവളം ശിലാസ്ഥാപനച്ചടങ്ങിനുള്ള ഒരുക്കങ്ങള് പൂര്ത്തിയായി. മട്ടന്നൂരിനടുത്ത ഇടിപ്പീടികയില് കൂറ്റന്പന്തലിന്റെ നിര്മാണം അന്തിമഘട്ടത്തിലെത്തി.
സ്കാഫോള്ഡിങ്ങും സ്പാനുകളും ഷീറ്റുകളും ഉപയോഗിച്ചുള്ള പന്തലാണ് ഉയരുന്നത്. ഇവിടെമാത്രം 5000 പേര്ക്ക് ഇരിക്കാനാവും. വേദിയില് 60 പേര്ക്കും വേദിക്ക് മുന്നിലായി 100 വി.ഐ.പി.കള്ക്കും സീറ്റൊരുക്കും. ശേഷിക്കുന്നവരില് ജനപ്രതിനിധികളടക്കം 1000 പേര്ക്ക് തൊട്ട്പിറകിലായും സീറ്റൊരുക്കും. 3000 പേര്ക്ക് വേദിക്ക്പുറത്തായി ഇരിപ്പിടങ്ങളുണ്ടാവും.
പോലീസിന്റെ കര്ശനനിയന്ത്രണത്തിലായിരിക്കും വേദി. ഒരു ഓഡിറ്റോറിയത്തിനുള്ളില് എങ്ങനെയാണോ ചടങ്ങിന് സംരക്ഷണംനല്കുക ആ നിലയിലായിരിക്കും വേദിയിലെ പോലീസ് സന്നാഹം. മെറ്റല് ഡിറ്റക്ടര് ഉപയോഗിച്ചുള്ള പരിശോധനയ്ക്ക് ശേഷമേ ആളുകളെ വേദിക്കുള്ളിലേക്ക് കടത്തിവിടുകയുള്ളൂ.

കണ്ണൂര്: നിര്ദിഷ്ട കണ്ണൂര് വിമാനത്താവളത്തിനായുള്ള സാമ്പത്തിക സമാഹരണം സംബന്ധിച്ച ആശയക്കുഴപ്പം തുടരുന്നു.
ഇക്കാര്യത്തില് വ്യക്തമായ തീരുമാനങ്ങളൊന്നുമായില്ലെന്നാണ് ചൊവ്വാഴ്ചയും ഇതിന്റെ പ്രവര്ത്തനങ്ങള്ക്ക് ചുക്കാന് പിടിക്കുന്ന മന്ത്രി കോടിയേരി ബാലകൃഷ്ണന് തിരുവനന്തപുരത്ത് പറഞ്ഞത്. സ്വകാര്യ സംരംഭകരുമായി ചര്ച്ചകള് തുടരുന്നു എന്നാണ് വിമാനത്താവളത്തിന്റെ സ്പെഷല് ഓഫീസര് വി.തുളസീദാസും വ്യക്തമാക്കിയിട്ടുള്ളത്. ഈമാസം 17ന് വെള്ളിയാഴ്ചയാണ് മട്ടന്നൂരില് വിമാനത്താവളത്തിന് തറക്കല്ലിടുന്നത്.
എന്നാല് ഇതിനകംതന്നെ മൂന്ന് സ്വകാര്യ സംരംഭകരെങ്കിലും വിമാനത്താവളത്തിന്റെ ഷെയര് വാങ്ങിയതായി പ്രഖ്യാപിച്ച് രംഗത്ത് വന്നതാണ് ഇവിടെയും പ്രവാസി മലയാളികളിലും ആശയക്കുഴപ്പം സൃഷ്ടിച്ചത്. 32 ശതമാനം ഓഹരികളോടെ മുംബൈ ലീല ഗ്രൂപ്പും ഡല്ഹി ആസ്ഥാനമായുള്ള ഇന്ഫ്രാസ്ട്രക്ചര് ലീസിങ് ആന്ഡ് ഫിനാന്സിങ് ലിമിറ്റഡും കോ സ്പോണ്സര്മാരായി എന്നാണ് വ്യവസായ രംഗത്തെ വര്ത്തമാനം. രണ്ട് വര്ഷത്തിനകംതന്നെ വിമാനത്താവളം വേണമെങ്കില് യാഥാര്ഥ്യമാക്കാനാകുമെന്ന് ലീല ഗ്രൂപ്പ് ചെയര്മാന് ക്യാപ്റ്റന് സി.പി.കൃഷ്ണന് നായര് പ്രഖ്യാപിച്ചതും ഇതിന് അടിവരയിടുന്നു.
ഇതിന് പിന്നാലെയാണ് 16 ശതമാനം ഓഹരികള് ലഭിച്ചുകഴിഞ്ഞുവെന്ന അവകാശവാദവുമായി മുംബൈയിലെ മേനോന് ഗ്രൂപ്പും രംഗത്തെത്തിയത്. ഇതിന് 80 കോടി രൂപയാണ് നല്കുന്നതെന്നും അദ്ദേഹം പറഞ്ഞിട്ടുണ്ട്.
എന്നാല് ഇതൊന്നുംതന്നെ സര്ക്കാരോ ബന്ധപ്പെട്ട മന്ത്രിമാരോ വിമാനത്താവളത്തിനായി രൂപവത്കരിച്ച 'കിയാല്' കമ്പനി അധികൃതരോ ശരിവെക്കുന്നില്ല. അത് തള്ളിപ്പറയുന്നുമില്ല എന്നതും ശ്രദ്ധേയമാണ്. 26 ശതമാനം മൂലധനം സര്ക്കാരിന്േറതാവും എന്നതാണ് ഔദ്യോഗിക പ്രഖ്യാപനം. 23 ശതമാനം ഓഹരികള് പൊതുമേഖലാ സ്ഥാപനങ്ങള്ക്കാണ്. രണ്ട് ശതമാനം 'ഇന്കലി'ന് നല്കാനാണ് നീക്കം. പൊതുമേഖലയിലല്ലാത്ത സര്ക്കാര് സംരംഭം എന്ന നിലയ്ക്കാണ് 'ഇന്കല്' പരിഗണിക്കപ്പെട്ടിട്ടുള്ളത്. അതുവഴി 51 ശതമാനം ഓഹരികള് സര്ക്കാര് കൈവശം വെക്കും. ബാക്കി 49 ശതമാനം സ്വകാര്യ വ്യക്തികള്ക്കും കമ്പനികള്ക്കും നല്കുമെന്നാണ് പ്രഖ്യാപനം. ഇതിലാണ് ഇപ്പോഴത്തെ ആശയക്കുഴപ്പം. നിലവില് രംഗത്തുള്ള, ഓഹരികള് നേടിയെന്ന് പറയുന്ന കമ്പനികള്ക്കുതന്നെ വലിയൊരു ഭാഗം നല്കിക്കഴിഞ്ഞ സ്ഥിതിക്ക് പ്രവാസികള്ക്കും ഉത്തര മലബാറിലെ താല്പ്പര്യമുള്ളവര്ക്കും ഇനി എന്ത് കിട്ടും എന്ന ചോദ്യമാണ് പരക്കെ ഉയരുന്നത്.
500 കോടി രൂപ മൂലധനമായാണ് ഇപ്പോഴത്തെ ഓഹരി വിതരണം എന്നാണ് സൂചനകള്. ബാക്കി വായ്പയെടുത്ത് പദ്ധതി പൂര്ത്തീകരിക്കാനാണ് തീരുമാനം. മൂലധനം കുറച്ചുകാണിക്കുമ്പോള് ഓഹരിവിലയും കുറയുമെന്ന് ബിസിനസ് രംഗത്തുള്ളവര് ചൂണ്ടിക്കാട്ടുന്നു. വിമാനത്താവളത്തിനായി വര്ഷങ്ങളായി പ്രവര്ത്തിച്ച പ്രവാസി മലയാളികളും വ്യാപാരി വ്യവസായി സമൂഹവും പുതിയ നീക്കങ്ങളില് ആശങ്ക പ്രകടിപ്പിച്ചിട്ടുണ്ട്.
അതിനിടെ രാഷ്ട്രീയ വൃത്തങ്ങളിലും ഇതുസംബന്ധിച്ച ചര്ച്ചകള് നടക്കുന്നു. സി.പി.എമ്മിന്റെ ഔദ്യോഗിക നേതൃത്വത്തില്ത്തന്നെ ഇതുസംബന്ധിച്ച് ഭിന്നസ്വരങ്ങളുണ്ട്. ബുധനാഴ്ച ചേരുന്ന മന്ത്രിസഭാ യോഗത്തില് ഓഹരി ഘടന അജണ്ടയാണ്. അതേസമയം സി.പി.എമ്മിന്റെ നേതൃയോഗങ്ങളിലൊന്നും ഇത് ഒരു വിഷയമായിട്ടില്ലെന്ന് ഒരു ഉന്നത നേതാവ് പറഞ്ഞു.
കൊച്ചി നെടുമ്പാശ്ശേരി വിമാനത്താവളം നിര്മിച്ച 'സിയാല്' ഓഹരി വിറ്റാണ് പ്രധാനമായും പണം സമാഹരിച്ചത്. ആ മാതൃക കണ്ണൂര് വിമാനത്താവളത്തിന്റെ കാര്യത്തിലും ഉണ്ടാവുമെന്നാണ് പ്രവാസി മലയാളികളും കണ്ണൂരിലെ വ്യാപാരി വ്യവസായി സമൂഹവും മറ്റും പ്രതീക്ഷിച്ചത്. ഇപ്പോഴത്തെ നീക്കങ്ങള് എല്ലാവരിലും ആശയക്കുഴപ്പം സൃഷ്ടിച്ചിട്ടുണ്ട്.
