| ഗുജറാത്തിന്റെ ദയനീയ ചിത്രവുമായി സി.എ.ജി. റിപ്പോര്ട്ട് ജെ.എസ്. മനോജ് T- T T+ അഹമ്മദാബാദ്: കൊട്ടിഗ്ഘോഷിക്കപ്പെടുന്ന 'ഗുജറാത്ത് മോഡലി'ന്റെ ശോച്യാവസ്ഥ ചിത്രീകരിക്കുന്ന സി.എ.ജി. റിപ്പോര്ട്ട് പുറത്ത്. തദ്ദേശ സ്ഥാപനങ്ങളുടെ പ്രവര്ത്തനം വിലയിരുത്തിയ റിപ്പോര്ട്ടിലാണ് സംസ്ഥാന സര്ക്കാറിനെതിരെ കടുത്ത വിമര്ശനമുള്ളത്. റിപ്പോര്ട്ട് കഴിഞ്ഞദിവസം നിയമസഭയില് വെച്ചു. വിദ്യാഭ്യാസം, ഭവനനിര്മാണം തുടങ്ങിയ മേഖലകളിലെ കെടുകാര്യസ്ഥത പരിഹരിക്കാന് ഒരു നടപടിയും കൈക്കൊണ്ടിട്ടില്ലെന്ന് റിപ്പോര്ട്ടില് കുറ്റപ്പെടുത്തുന്നു. നരേന്ദ്രമോദി മുഖ്യമന്ത്രിയായിരുന്ന 2008-13 കാലയളവിലെ പ്രവര്ത്തനങ്ങളാണ് വിലയിരുത്തിയത്. സംസ്ഥാനത്ത് ഇപ്പോഴും തോട്ടിപ്പണി നിലനില്ക്കുന്നുവെന്നും ജനസംഖ്യാ കണക്കെടുപ്പ് റിപ്പോര്ട്ട് ഉദ്ധരിച്ച് സി.എ.ജി. കുറ്റപ്പെടുത്തുന്നു. വീടുകളില് കക്കൂസുകള് നിര്മിക്കുന്ന കാര്യത്തിലും ഗുജറാത്ത് സര്ക്കാര് വേണ്ടത്ര ശുഷ്കാന്തി കാട്ടിയില്ല. ലഭ്യമായ ഫണ്ടിന്റെ പകുതിപോലും ചെലവഴിക്കാന് 2008-13 കാലയളവില് സര്ക്കാറിന് കഴിഞ്ഞില്ല. നീക്കിവെച്ച 559.4 കോടി രൂപയില് 278 കോടി രൂപ മാത്രമാണ് ചെലവഴിച്ചത്. ഇതേ കാലയളവില് കക്കൂസുകളില്ലാത്ത 5000-ത്തോളം അങ്കണവാടികള് സംസ്ഥാനത്ത് ഉണ്ടായിരുന്നതായും റിപ്പോര്ട്ടില് എടുത്തുപറയുന്നു. അനുവദിച്ച ഫണ്ട് വിനിയോഗിക്കാത്തതിനാല് സര്വശിക്ഷാ അഭിയാനില് (എസ്.എസ്.എ.) നീക്കിവെച്ച തുക വെട്ടിക്കുറയ്ക്കേണ്ട അസാധാരണ അനുഭവവും ഗുജറാത്തിലുണ്ടായി. ആവശ്യത്തിന് അധ്യാപകരും കെട്ടിടസൗകര്യങ്ങളുമില്ലാത്ത നിരവധി പ്രൈമറിസ്കൂളുകള് സംസ്ഥാനത്തുള്ളപ്പോഴാണ് ഫണ്ട് പാഴാക്കിയത്. 2013-ലെ കണക്കുപ്രകാരം ഒരു അധ്യാപകന് പോലുമില്ലാത്ത 57 പ്രൈമറി വിദ്യാലയങ്ങളും 223 യു.പി.വിദ്യാലയങ്ങളും സംസ്ഥാനത്തുണ്ടായിരുന്നു. 357 പ്രൈമറിവിദ്യാലയങ്ങളിലും 678 യു.പി. വിദ്യാലയങ്ങളിലും ഒരു അധ്യാപകന് മാത്രമേ ഉണ്ടായിരുന്നുള്ളൂവെന്നും സി.എ.ജി. റിപ്പോര്ട്ടില് പറയുന്നു. അപ്പോൾ അവിടെ സ്വച്ചഭാരതവും മിച്ചഭാരതവും ഒന്നുമില്ലേ?? മോഡി ഭരിച്ചാ ഇന്ത്യയുടെ അവസ്ഥ മൊത്തം ഗുജറാത്ത് പോലാവും...ഇന്നിതാ പെട്രോളിന്റെ എക്സൈസ് തീരുവ കൂട്ടി... | |

| By Seeking to Insult PM Modi, Congress is Insulting Nehru In March 1990, Namibia became independent. It was an emotional moment for not just the country formerly known as Southwest Africa but for the entire African continent. For about 100 years, Namibia had been ruled by German imperialists and then South Africa's whites-only regime. Its liberation indicated the final chapter of colonialism was coming to a close. Now only South Africa's apartheid government remained and it too was starting to give way. Independence Day in Namibia was a big party, with many world leaders and friends of the liberation movement invited. V.P. Singh had been India's prime minister for only three months and the trip to Namibia was his first visit abroad after assuming office. Given the history of India's support to Africa's anti-apartheid struggle, Singh did something unusual. He invited leaders of several parties, including opposition parties, to travel on his plane to Windhoek, the capital of Namibia. A prime ministerial delegation now became an all-party, all-Indian delegation for what was patently a non-controversial visit. Rajiv Gandhi was then leader of the opposition in the Lok Sabha. He had only recently ceased to be prime minister and the trappings of power had not left him. He snubbed the new prime minister and refused to be a guest on the plane. Instead he travelled independently and made a parallel visit. His confidants and assistants explained Rajiv was not just a former prime minister, he was a "world leader" and an "international statesman". As such, his stature was much greater than that of Singh and he had an independent identity to protect, an identity that couldn't be compromised by travelling in a delegation led by some other person who happened to be India's prime minister. Times change, vanity doesn't. That story from 1990 is worth recalling since the Congress has decided to organise an autonomous international celebration of the 125th anniversary of Jawaharlal Nehru's birth and purposely not invited the Indian prime minister to the conference being hosted for the purpose. "We have not given any invitation to the prime minister," Congress spokesperson Anand Sharma is quoted as having said, "we have invited all those who truly believe in democracy and the ideals of Nehru." This is in line with Sheila Dikshit, former Delhi chief minister, telling NDTV that "only the Congress can appropriate Nehru". There are two points here. First, is Nehru the sole property and the monopoly of the Congress and the Nehru-Gandhi family - or is his legacy for every Indian? Between the 1920s and the mid-1960s - between the arrival of Mahatma Gandhi and the arrival of Indira Gandhi - the Congress was not merely a political faction; it was the great river, the Ma Ganga, of Indian politics, repository of diverse streams and thoughts. Congress leaders of that era are among the founding parents of modern India. They are for every Indian to appropriate. In contrast, the Congress after Indira Gandhi took over is a more contested entity, in a much more competitive political environment. Second, even his most bitter critics will acknowledge Nehru was a stickler for procedure, protocol and propriety. He would have been aghast at his grandson (in 1990) and his grand-daughter-in-law (in 2014) mocking an elected prime minister from another political party or tradition. Consider a hypothetical example. In the mid-1950s, C. Rajagopalachari, Rajaji, as he was known, left the Congress and set up his own party. This later merged into the right-of-centre Swatantra Party. Imagine for a moment that Rajaji'sparty had won the general election of 1957 and Nehru had become leader of the opposition in the Lok Sabha. Can one contemplate Nehru showing anything but the highest courtesy and respect for the elected prime minister, and willingly deferring to him in protocol? The Congress of today will counter that by arguing Modi is no Rajaji. Yes, he is not. Even so, Rahul and Sonia Gandhi are not Nehru either. Indeed, in seeking to insult the prime minister of the day, they are insulting Nehru and the legacy and institutional structures the great man worked so hard to build. | |

500 Top Australian CEOs Will Attend Prime Minister Narendra Modi's Lecture NEW DELHI: About 500 CEOs and Managing Directors of some of Australia's biggest companies will attend a lecture to be delivered by Prime Minister Narendra Modi on Tuesday, November 18, in Melbourne. Mr Modi, who lands in Australia this evening, is the first Indian PM after Rajiv Gandhi to visit the country - a gap of 28 years. Among those who will attend the lecture include Anthony Joseph Pratt, Chairman and CEO of Pratt Industries and Global Chairman of Visy Industries; Andrew Mackenzie, CEO of BHP Billiton Ltd; Phil Edmands, managing director, Rio Tinto and Tony Cripps, CEO, HSBC's operations in Australia. Top India business leaders like industrialist Gautam Adani, Mahindra Group chairman Anand Mahindra and Infosys CEO Vishal Sikka will also be present on the occasion. Mr Rughani said mining and education are the two sectors that offer huge opportunity for partnership. "Australia's mining, energy and resources are the best in the world... a number of policy changes are on the cards in mining. India needs Australian technology and mining infrastructure, skill set. Australia also has a very good vocational educational system which can be used to upskill young Indians," he said. | Petrol, Diesel Excise Duty Hike to Raise Rs 6000 Crore: ReportIndia expects to raise around Rs. 6000 crore from a hike in excise duties on petrol and diesel and the money will partly cover a shortfall in revenue collection so far this fiscal year, a finance ministry source said on Thursday. Earlier, the government has raised excise duty by Rs. 1.50 a litre each for the two fuels. "Excise duty on petrol and diesel has been hiked to partly cover shortfall in tax collections," a senior finance ministry official told Reuters on condition of anonymity as he is not authorised to speak to the media. | |

| The government on Thursday hiked excise duty on petrol and diesel. While unbranded petrol excise duty has been hiked to Rs. 2.70/litre from Rs. 1.20/litre, the duty on unbranded diesel has been raised to Rs. 2.96/litre from Rs. 1.46/litre.
However, the excise duty hike is unlikely to affect fuel prices for consumers. Oil companies are likely to cut petrol and diesel prices this Saturday due to sliding global prices.
But the quantum of the price cut may be lower due to the excise duty hike. Those expecting further relief in prices, may be in for disappointment, as the excise duty hike may offset the likely reduction in prices.There is a possibility that cut may be put off altogether, as well.
The government's move to hike excise duty is aimed at getting higher revenues in its coffers.
If prices are cut this Saturday, it would be the seventh reduction in petrol prices since August and the third in rates of diesel since its decontrol last month.
Diesel price was for the first time in more than five years cut on October 19, by Rs. 3.37 a litre, when the government decided to deregulated the fuel. This was followed by another cut on November 1.
Prior to the October 19 reduction, diesel rates were last cut in January 2009.
Following their fortnightly review practice, state-owned fuel retailers Indian Oil Corp (IOC), Bharat Petroleum Corp (BPCL) and Hindustan Petroleum Corp (HPCL) are due to revise rates of petrol and diesel on Saturday.

Following their fortnightly review practice, state-owned fuel retailers Indian Oil Corp (IOC), Bharat Petroleum Corp (BPCL) and Hindustan Petroleum Corp (HPCL) are due to revise rates of petrol and diesel on Saturday.

The auditor says that that the twelfth Finance Commission funds were used for "inadmissible works and Rs 61.35 crore were utilized after the award period without the approval of the Government of India and incorrect utilization certificate was submitted." Since litter bins were not bought, Rs 2.41 crore was refunded to the Centre. RESOURCES UNUSEDThe CAG notes that expenditure against the available sanitation campaign funds ranged between 43% and 60% during 2008-13. Rural Sanitary Marts, meant to supply sanitation products from toilets to soaps, were not operational in any of the districts test-checked. SANITATION STYMIEDAccording to a baseline survey, the CAG says sanitation coverage in the state was only 46%, which did not square with the reports of progress in constructing individual toilets issued by the state. FAILURE AT ANGANWADIS"More than 5,000 Anganwadi centers were without toilets," the report says. "Against the target of 40,439 school toilets to be completed by March 2012, only 36,438 were completed. The achievement against targets in Jamnagar and Porbandar districts were only 54% and 65% respectively." HYGIENE MISSION IN DUMPSThe CAG says that out of 159 municipalities, 123 had no sanitary landfill facilities, which spurred these municipalities to dump waste in the open in violation of solid waste management rules.
