Notwithstanding tall development and financial management claims of the state, the Comptroller and Auditor General of India (CAG)'s five audit reports on the last leg of Narendra Modi's rule as the Gujarat Chief Minister after a 12-year stint has fished out in all disputed transactions worth Rs.25,000 crore that points to fiscal profligacy and rising debt burden.
Among several other things, the CAG has questioned the Gujarat government's claim of Rs.5,570 crore revenue surplus during 2012-13 and described it as overstated. The CAG reports were tabled on the last day of the State's budget session in the assembly on Friday with the entire Opposition being suspended from the House before it staged a walkout.
The CAG report states: "The Gujarat government wrongly booked expenditure of Rs.881 crore on account of grant-in-aid and expenditure of Rs.202.27 crore on subsidy resulting in overstatement of revenue surplus to the tune of Rs.1088.57 crore". The report says that cheques worth Rs.2,667 crore were not encashed at all as on March 31, 2013 that led to overstatement of expenditure.

Similarly, the auditing watchdog points out that the State's fiscal liability (or debt burden) which was around Rs.50,000 crore during the BJP- ruled Keshubhai Patel regime rose astronomically after the Narendra Modi government took charge.
"It rose to Rs.1.05 lakh crore in 2008- 2009 and is Rs.1.66 lakh crore in 2012- 13," according to the CAG. The auditor warns that increasing fiscal liabilities may lead to an unsustainable debt in the medium to long term. Coming down heavily on the State's management of its finances, the CAG has also brought to light irregularities in the form of non- or short levy, short realisation, underassessment of loss of revenue, incorrect computation, concealment and suppression of turnover worth Rs.5,411 crore over the last five years.
"Even after being pointed out, it (government) accepted only 2.93 per cent of the observation and made a recovery of only 0.17 per cent. Seven years after introduction of Value Added Tax (VAT) in 2006 some systems still remain to be finalised in the absence of which the input tax credit(ITC) availed by dealers of commodities cannot be authenticated," the CAG reports say. The arrears in collection of VAT, the report states, doubled from Rs.8,352 crore in 2007 to Rs.16,566 crore by the close of financial year 2012.
Notwithstanding allegations by the Gujarat's Modi government that the former Congress- led Union government had given a short- shrift to the state in issue of grants and other issues, the CAG has found that huge grants went simply unused. The central audit watchdog says that grants of over Rs.13,049 crore remained unutilised during financial years 1999- 2000 and 2011- 2012.
The state government's big claims of magical turnaround of public sector undertakings have also come under the scanner of the CAG that has pointed to losses of a whopping Rs.4,892 crore. " It was controllable," rues the CAG.

VVIP Chopper Deal: Italy Shelves Investigation, India's Stand Unchanged

Italy's Finmeccanica has reached an agreement with prosecutors to settle legal proceedings over a high-profile helicopter contract between one of its units and India, adding this did not equal an acknowledgment of any wrongdoing.

Sources in India said the latest developments in Italy will not impact the CBI's investigation into allegations that bribes were paid by the manufacturers to land the deal, reportedly by ensuring that technical criteria were changed to ensure that Finmeccanica unit AgustaWestland qualified for the contract.

India cancelled the Rs. 3,600-crore order with AgustaWestland for 12 top-end helicopters in January, citing a breach of integrity relating to alleged corruption.

Finmeccanica said prosecutors had discontinued investigations into the contract and AgustaWestland would apply to the court for a negligible fine. It added: "This decision is not in any way an admission of any wrongdoing or liability". It said the decision was taken "in light of the reorganization underway within the Finmeccanica Group, to refocus energies on business and market opportunities globally."

Prosecutors in Italy earlier this month had sought that former Finmeccanica CEO Giuseppe Orsi be sentenced to six years and former AgustaWestland CEO Bruno Spagnolini get five years in prison for allegedly paying the bribes.

Among those being investigated in the Indian enquiry are former Air Force Chief SP Tyagi, who has been accused of accepting bribes through relatives to help AgustaWestland land the contract; he has denied any wrongdoing. Two governors - BV Wanchoo and MK Narayanan - resigned from office after they were interrogated by the CBI recently as witnesses. Mr Narayanan was National Security Advisor; Mr Wanchoo was head of the Special Protection Group which handles the security of top political leaders. Both men were privy to the discussions where initial specifications for the height at which the helicopters should fly were lowered; this made AgustaWestland eligible as a supplier.

Leader of Opposition or Not? In Speaker's Decision, will go through Attorney General's opinion     

New Delhi: Lok Sabha Speaker Sumitra Mahajan has said she will take a decision on whether to grant the Congress party the position of Leader of Opposition in the House in "two to four days". She said she would first go through the Attorney General's opinion, which she had sought.

Ms Mahajan was emphatic that she would follow rules and precedents to arrive at a decision. She also pointed out that there have been no Leaders of Opposition when a party has not had the required numbers. "The first time the Lok Sabha had a Leader of Opposition was in 1969. The Congress' chance of getting that post have become bleaker with Attorney General Mukul Rohatgi reportedly advising the Speaker that neither parliamentary tradition nor the law backs its demand. The Congress has won only 44 seats this year's general elections, its lowest ever tally. But the party contends that it has more than 55 MPs when the numbers of its pre-election allies are added. It had earlier this month handed a petition to the Speaker signed by 60 parliamentarians, including the party's allies like Sharad Pawar's Nationalist Congress Party. The Congress has not yet taken the case to court, as some leaders had threatened to, but has made it clear that it will not give up without a fight.

The Leader of the Opposition is a Cabinet-rank post and is part of important committees headed by the Prime Minister which are in charge of selecting key appointees like the national ombudsman, the Lokpal, and the Chief Vigilance Commissioner.

The rules for some of these like the RTI Commissioners and Chief Vigilance Commissioner will allow the leader of the Congress to participate. Mallikarjun Kharge is the leader of the Congress in the Lok Sabha.

With vector-borne diseases like dengue and malaria surfacing again this season, the Union Ministry of Health and Family Welfare has directed states to use expertise of department of Ayush -Ayurveda, Yoga, Naturopathy and Unani -in checking their spread.
Union Health Minister Dr Harsh Vardhan, who has long been an advocate of alternative medicine, is looking closely at the potential of unconventional systems of medicines in controlling vectorborne diseases.
The ministry has already issued advisories for prevention and control of dengue, malaria and other vector borne diseases under the Directorate of National Vector-Borne Diseases Control Programme (NVBDCP) to all states.

ഫോണ്‍ചോര്‍ത്തല്‍ വിവാദത്തിനു തൊട്ടുപിന്നാലെ കേന്ദ്രമന്ത്രി നിതിന്‍ഗഡ്കരി മറ്റൊരുവന്‍വിവാദത്തില്‍.നാഗ്പൂരില്‍ എത്തനോളില്‍ ഓടുന്ന സിറ്റിബസ് അവതരിപ്പിക്കാനുള്ള പദ്ധതിയാണ് നിതിന്‍ഗഡ്കരിക്ക് തിരിച്ചടിയായത്.സ്വീഡനിലെ സ്‌കാനിയകമ്പനിയുടെ ബസ് ഓടിക്കുന്നതിനെകുറിച്ച് ആലോചിക്കാന്‍ തിങ്കളാഴ്ചയാണ് നഗരസഭാമേയര്‍ സെക്രട്ടറിക്ക് നിര്‍ദേശം നല്‍കിയത്.

ഇന്നലെ തന്നെ നഗരസഭ വാര്‍ത്താക്കുറിപ്പിലൂടെപദ്ധതി പ്രഖ്യാപിക്കുകയും ഓഗസ്റ്റ്എട്ടിന് ഉദ്ഘാടനം ചെയ്യുമെന്ന് അറിയിക്കുകയും ചെയ്തു. ബസ് ഒരാഴ്ചയ്ക്കുള്ളില്‍ എത്തുമെന്നാണ് അറിയിച്ചിരുന്നത്.എന്നാല്‍ സ്‌കാനിയ ബസുകള്‍ നിതിന്‍ഗഡ്കരിയുടെ പഞ്ചസാരമില്ലില്‍ ട്രെയിലറില്‍ നിര്‍ത്തിയിട്ടിരിക്കുന്നചിത്രം ഇന്ന്‌ടൈംസ്ഓഫ് ഇന്ത്യപുറത്തുവിട്ടു.
