Sydney: Legendary players Sunil Gavaskar and VVS Laxman on Thursday lambasted the format of the upcoming Cricket World Cup, saying that the inclusion of the ICC Associate members could reduce the intensity of competition.
Gavaskar and Laxman said making the showpiece event a 14-team affair with the inclusion of the likes of Afghanistan and Scotland would significantly diminish the level of competition in the league stage. They said the format also does not offer competitive games till the quarterfinal stage.
Stating that the World Cup should be competed among 10 teams only, Gavaskar said, "The top eight teams according to the ICC rankings should automatically qualify. The last two berths should be fought between the other teams a year before the main event. And then 10 top teams playing against each other is the best way to go about it."
The former India skipper said while upsets are always on the cards, "stage fright" could be counterproductive for minnows, who are developing their international competency.
"Although it can be a good opportunity for the "minnows" to be there on the big stage, but how much does that help, I don't know. You can actually lose badly because of the pressure of playing on the big stage and that doesn't get you anywhere," Gavaskar told a news channel.
"Instead there should be a consistent development programme where you get to play the big teams, rather than having a one-off World Cup competition," he explained. Laxman agreed with Gavaskar and said, "You want each and every game to be competitive. 10 best teams competing against each other would have made the league stage also interesting."
"In a high-profile tournament like World Cup there will be a lot of viewers, a lot of spectators at the ground who come from around the world to watch competitive games. You want each and every game to be competitive. It is never good to have easy league stage for the top teams," the former India batsman said.
"Yes, you have to encourage the Associate members. I think the 1992 format (with nine teams) was excellent.
Probably 10 teams would be ideal and you can play against all of them and qualify for the knockout stage," he added. Former Australian captain Ian Chappell also endorsed the same view.
"I like the idea of the World Cup being the best teams...you're going to have the occasional blow out where one team gets beaten quite comfortably but I don't think it does the game a lot of good to have a really one-sided contest," Chappell said.
"I think there should be a maximum of 10 teams and they all must play against one another. In this (current) format, you can straight away pick the quarterfinalists. That's not good," he added.
Talking about the new ODI rules that would be in place during the World Cup, Laxman said the sub-continental teams might find it difficult to cope with it considering their reliance on spinners.
"It would be tough for the batsmen and will help the bowlers. It might be tougher for the sub-continent teams who rely on spinners. But it would be good to see seam bowlers making a mark," said Laxman.
Gavaskar added: "The bowlers generally have a hard time and except when they are getting assistance from the surface, it becomes a little unfair on them. The contest must be even stevens."
Suggesting some changes that could be incorporated in the ODI format, Chappell said the regular bowlers could be given an extended run of 12-13 overs instead of the current 10-over limit.
"The captain must use his imagination and give his better bowlers a chance to bowl for at least 12 overs. Better bowlers who are bowling well can attack more and they should be allowed to keep going for some more time instead of just limited 10 overs," said Chappell.
Laxman agreed with Chappell, saying: "Two bowlers should be allowed for at least 12 overs. Under the current rule, it gets even tougher for the captain to be innovative and imaginative. Having the option of giving the 2-3 regular bowlers more overs to bowl gives a captain also more options."

Former India captain Rahul Dravid is expecting next month’s cricket World Cup to be an aggressive affair as he feels the revamped ODI rules will push teams into selecting attacking bowlers over part-timers.
Speaking to ‘ESPNCricinfo’, Dravid said new rules, which mandate five fielders inside the 30-yard circle at all times in an innings, will have a huge impact on how the teams work out their strategies at the showpiece event starting February 14.
“With the two new balls, the fast bowlers will get that level of assistance up front. The grounds are bigger too so it won’t be that easy to clear the ropes. I think it will be a challenge for the captains. For example, when you have five fielders in the ring, it’s very hard to play a part-time bowler,” Dravid said.
“You are almost being forced to play five specialist bowlers. That is a real positive. You are going to be forced to attack and look for wickets rather than see part-timers bowl for a large period of play,” he said.
Only two fielders are allowed outside the circle for the first 10 overs. Just three fielders are mandated to be outside the circle during the five Powerplay overs to be taken by the batting team before the 40th over.
Former South African captain Graeme Smith said the new rules will make proceedings very exciting.
“If teams get partnerships in these conditions with the five in the ring, the Powerplay at the back-end, that’s when they are really going to get the opportunity to score big runs,” Smith said.
“You are always looking at your attack and saying we can’t afford to carry two part-timers, we need an extra wicket-taker here. If you don’t pick up wickets through your bowling session, you will be chasing a big total,” he explained.
Dravid said spinners will have a huge role to play in the tournament despite Australia and New Zealand’s reputation of having seamer-friendly tracks.
“Those are the grounds we are going to be playing the World Cup in. They have been really slow and the spinners have come into play. You are just going to have to balance it out. There might be places where you go and say, the spinner might not have such a big impact on that particular day,” Dravid said.
“It’s a long tournament, it’s in their summer, the nature of the wickets might change, you are just going to have to be smart enough and hopefully have the balance to play different conditions and different kinds of attacks.”

| 1. Fielding restrictions and Powerplays In 2012, the ICC made a number of alterations to the playing conditions for ODIs. The one that will likely have the most noticeable effect at this World Cup is the change from a maximum of five to four fielders outside the 30-yard circle for the majority of the innings. There will also be two blocks of Powerplay overs rather than three: the first covering the opening ten overs, when only two fielders are allowed outside the ring; the second, a five-over block to be taken by the batting side before the 40th over, restricting the number to three outside the ring. 2. Two new balls The move to a new ball being used from each end came about shortly after the previous World Cup, in late 2011. Previously the white ball, which is prone to degradation, was changed after 34 overs (although not for a new one). Providing two new balls has made batting more challenging for openers in conditions that assist quick bowlers but also preserves the hardness throughout the innings, meaning faster run-scoring later on. It also means reverse swing will likely be less of a feature. 3. Reduced role for part-timers The first two factors are likely to affect the balance of sides at this World Cup. Assistance for seam and swing will be expected in New Zealand, with pace and bounce on the Australian menu - although the fact the World Cup is at the end of the summer, when pitches will likely have become worn, could yet prevent spin from being snuffed out entirely. 5. The post-chucking environment There is another shadow hanging over the spinners, however. The zeal with which the ICC has sought to eradicate illegal actions means even those who have not been called or have undergone remedial work will be wary. The No. 1-ranked ODI bowler, Saeed Ajmal, will be absent; Sunil Narine, currently No. 2, is included in West Indies' squad despite not having played internationally since being called in the Champions League; and Sachithra Senanayake is being eased back in by Sri Lanka after a ban. It may be up to Shahid Afridi, joint-leading wicket-taker in 2011, to fly the flag again. 6. New kids on the block This is not expected to be a tournament particularly high on those making their first World Cup appearances but there will be a host of fresh faces in the vanguard. Since India's players hoisted Sachin Tendulkar on to their shoulders and carried him around the Wankhede, several giants of the game have retired or been dispensed with. There will be no Jacques Kallis or Graeme Smith, no Virender Sehwag or Zaheer Khan, no Muttiah Muralitharan, no Ricky Ponting, no Kevin Pietersen. Instead, the likes of Virat Kohli, Corey Anderson, Aaron Finch, Mitchell Starc and Moeen Ali will take centre stage. The DRS The ICC only confirmed what tools would form part of the DRS a week before the start of the tournament. Real-Time Snickometer, which had not been developed in 2011, is available this time but again there will be no Hot Spot. One thing that will be clearer from the outset is the process for reviewing lbw decisions via ball-tracking technology. No Super Overs in knockouts In 2011, the ICC introduced the one-over eliminator - or Super Over - as the method of determining which team would progress in the event of a tie during the knockout stages. That replaced the Bowl Out from 2007, which had in turn superseded the method famously used to separate Australia and South Africa in 1999: group standings. Now things have gone full circle, with Super Overs dropped for all knockouts, except the final. 10. Run rates This one requires some theorising.
