Prime Minister Narendra Modi's pet programme on financial inclusion scheme – Jan Dhan Yojana – seems to be losing steam.

The scheme that was launched on August 28 with much fanfare has not kept pace with the opening of new accounts over the last few weeks. After opening around 3 crore accounts in the first 10 days of the scheme launch by September 8, only 2 crore more accounts have been added in the next 20 days. The government plans to open 15 crore accounts under the scheme and touch at least 7.5 million households in the country by January 2015.

Jan Dhan Yojana is a financial inclusion plan, which envisages bringing every individual household in the country under the banking net.

A senior finance ministry official told dna, "We are on track as far as the target is concerned. But yes, in comparison with the first ten days, the account opening has certainly gone down."

The RuPay debit card, which is one of the key features of the scheme, has been given to 1.78 crore accounts out of the about 5.29 crore accounts opened till date. RuPay is the domestic version of the global cards such as Visa/Master. The finance ministry, meanwhile, has agreed that there are deliverable issues with the RuPay card and it is being fixed.

"There is pendency in issuance of RuPay Card, for which banks have been advised to increase their capacity of issuance of RuPay card and clear the backlog quickly. While most of the banks expect backlog to be cleared by October 15, in some banks it may take four weeks," said the finance ministry in an update on the Jan Dhan Scheme.

Quality of the accounts being opened is also a matter of concern.

Even though the deposits in the total of 5.29 crore accounts opened till date is Rs 3.97 crore, about 80% of the accounts (4.07 crore) have no deposits at all.

A senior finance ministry official told dna, "The second stage of identifying the people who have to be brought under the banking has been initiated. The government will also encourage people to deposit money in the accounts thus opened. We will focus on financial literacy and apprise them about the benefits of having money in the account, so that the deposits grow."

Meanwhile, according to the finance ministry, the UTs of Puducherry & Chandigarh have covered all households, with provision of banking facilities.

Two districts in the country, Mehsana and Porbandar in Gujarat, have covered all households under Prime Minister Jan Dhan Yojana with provision of banking facilities.

Disturbed Areas Act extended in Vadodara till 2019


The district administration today extended by five years a law that deals with transfer of immovable properties in "disturbed areas".

A notification extending the Disturbed Areas Act in Vadodara till September 30, 2019 was issued by Collector Vinod Rao.

"This follows the expiry of the Act in Vadodara on September 30, 2014," he told PTI.

The Act seeks to check illegal transfer of properties in the communally sensitive areas officially described as "disturbed areas" in Ahmedabad and Vadodara cities. The Bill that paved the way for the legislation was passed by Gujarat Assembly in 2009.

The Act makes it tough to sell property to a member of the minority community in a neighbourhood.

The Act vests the District Collector with sweeping powers to ensure effective implementation of the "Gujarat Prohibition of Transfer of Immovable Property and Provision for Protection of Tenants from Eviction from Premises in Disturbed Areas Act, 1991".

The legislation empowers the Collector to hold inquiry suo motu or on an application from any person in cases where the possession of immovable property is in contravention of the Act.

The Act provides for penalty for contravention of it provisions and makes the offence cognisable.

Devastated by floods, the North East asks why the rest of India is ignoring it

Floods in Northeast India have now claimed over 70 people, rendering tens of thousands more homeless. Those who managed to escape with their lives are now taking refuge in makeshift relief camps.

The Morung Express from Nagaland had this to say on the scope of the physical devastation in Assam in the aftermath of the floods.

(In Assam) "Over 42 lakh people of the state have been affected during the three waves of floods while 4,446 villages have been hit. A total of 54,088 houses have been fully damaged while 82,095 houses are partially damaged," said officials of the revenue and disaster management.


Meanwhile in Meghalaya, which has been similarly hurt, the extent of the damage from the flooding and landslides is only now being estimated. As the waters slowly recede, they are revealing the bodies of those who could not reach safety in time. Officials expect the body count to rise.

The region’s educational infrastructure, in particular, has suffered immensely. As The Sentinel explains, just weeks away from exams, thousands of students have found themselves without their schoolbooks or uniforms. Students have taken to rummaging through the ruins of their homes or belongings, hoping to retrieve anything they can.

Despite the tragic loss of life, relief efforts have been subject to political squabbling. Assam Chief Minister Tarun Gogoi accused the central government of discrimination in the manner that it responded to floods in the North East, comparing it unfavourably to the response to the flooding in Jammu and Kashmir.

Gogoi said the state government was doing everything in its power to cope with the aftermath. Gogoi also lambasted Prime Minister for singing paeans to the Ganga during his recent speech at Madison Square Garden, while failing to mention the fate of the people who live around another – the Brahmaputra.

Home Minister Rajnath Singh surveyed the affected areas by air on Wednesday, but many citizens have called for Prime Minister Modi to visit the region himself. Others chide the country's major media networks for neglecting to report on the death and damage the floods had wreaked, instead focusing on Modi’s visit to the United States. Many took to social media to voice their anger and frustration.

After Modi rally, Shiv Sena workers clean venue ground

Call it “Gandhigiri” or a response to the Prime Minister’s cleanliness campaign, Shiv Sena workers on Sunday cleaned the Mahalaxmi racecourse ground where Prime Minister Narendra Modi addressed poll rally on Saturday night.

Sena corporator Arun Dudhwadkar was on his morning walk routine when he noticed garbage at the rally ground, party officials said.

Dudhwadkar immediately asked Sena workers to reach the ground and clean the area, they said.

Accordingly, Sena workers arrived with brooms and buckets and cleaned the ground, collecting leftover water bottles and campaign flags and banners.

Suspended IAS officer Pradeep Sharma sent to judicial custody:   :paru:

A court remanded the suspended Gujarat-cadre IAS officer Pradeep Sharma,   arrested in a corruption case, in judicial custody. Sharma was sent to Palara special jail after additional district judge J B Dhadhal rejected the demand of anti-corruption bureau for his further custody.

മുസഫര്‍നഗര്‍: ലോക്‌സഭ തെരഞ്ഞെടുപ്പ്‌ പ്രചരണത്തിനിടെ ഉത്തര്‍പ്രദേശിലെ മുസഫര്‍നഗറില്‍ വച്ച്‌ വിദ്വേഷ പ്രസംഗം നടത്തിയ ബി.ജെ.പി അധ്യക്ഷന്‍ അമിത്‌ ഷായ്‌ക്കെതിരെ കുറ്റപത്രം തയ്യാറാക്കിയ രണ്ട്‌ പോലീസ്‌ ഉദ്യോഗസ്‌ഥരെ സ്‌ഥലം മാറ്റി. മുസഫര്‍നഗര്‍ ഡെപ്യൂട്ടി പോലീസ്‌ സൂപ്രണ്ട്‌ യോഗേന്ദര്‍ സിങ്‌, സബ്‌ ഇന്‍സ്‌പെക്‌ടര്‍ ഭരത്‌ ലാല്‍ എന്നിവരെയാണ്‌ സ്‌ഥലം മാറ്റിയത്‌. അതേസമയം സ്‌ഥലം മാറ്റം സാധാരണ നടപടിയുടെ ഭാഗമാണെന്ന്‌ പോലീസ്‌ വ്യക്‌തമാക്കി. സെപ്‌റ്റംബര്‍ 10നാണ്‌ പോലീസ്‌ കോടതിയില്‍ കുറ്റപത്രം സമര്‍പ്പിച്ചത്‌. അതേസമയം കുറ്റപത്രത്തിലെ അപാകതകള്‍ പരിഹരിക്കാന്‍ ആവശ്യപ്പെട്ട്‌ കോടതി കുറ്റപത്രം സ്വീകരിക്കാതെ മടക്കി അയയ്‌ക്കുകയായിരുന്നു.
