Sena corporator Arun Dudhwadkar was on his morning walk routine when he noticed garbage at the rally ground, party officials said.

അമേരിക്കന്‍ സന്ദര്‍ശനത്തിനുശേഷം പ്രധാനമന്ത്രി നരേന്ദ്രമോഡി തിരിച്ചെത്തി. പ്രതീക്ഷിച്ചതുപോലെ വമ്പന്‍ മാധ്യമ പ്രചാരണമാണ്‌ ഈ സന്ദര്‍ശനവും നേടിയത്‌. സമകാലിക ഇന്ത്യ കണ്ടിട്ടുള്ള രാഷ്‌ട്രീയ നേതാക്കളില്‍ ഏറ്റവും പ്രശസ്‌തി നേടിക്കൊണ്ടിരിക്കുകയാണ്‌ പ്രധാനമന്ത്രി എന്നത്‌ അവിതര്‍ക്കിതമാണ്‌. ലോകത്തെ വന്‍ രാഷ്‌ട്രീയ ശക്‌തികളായ ജപ്പാന്‍, ചൈന തുടര്‍ന്ന്‌ അമേരിക്ക എന്നീ രാജ്യങ്ങളിലേക്കുള്ള അദ്ദേഹത്തിന്റെ സന്ദര്‍ശനം ലോകശ്രദ്ധയാകര്‍ഷിച്ചു എന്നിരിക്കെ ഈ ഉഭയകക്ഷി സമ്മേളനങ്ങള്‍ ഇന്ത്യക്ക്‌ എത്രത്തോളം സാമൂഹ്യമായും സാമ്പത്തികപരമായും നേട്ടമുണ്ടാക്കി എന്നതാണു പ്രസക്‌തമായ കാര്യം.
മോഡി പ്രധാനമന്ത്രിയായി ചുമതലയേറ്റ ഉടനെ അമേരിക്കന്‍ സന്ദര്‍ശനവുമായി ബന്ധപ്പെട്ട റിപ്പോര്‍ട്ടുകള്‍ വന്നിരുന്നു. വര്‍ഷങ്ങള്‍ നീണ്ട കാത്തിരിപ്പിനു ശേഷമുള്ള സന്ദര്‍ശനം വന്‍ വിജയമായിരുന്നു എന്ന്‌ മോഡി അവകാശപ്പെടുന്നു. പക്ഷേ, കോണ്‍ഗ്രസ്‌ എം.പി. ശശി തരൂര്‍ ചോദിച്ചപോലെ കെം ചോയേക്കാള്‍ കൂടുതല്‍ ഇന്ത്യ എന്നു നേടി എന്നതു വിശകലനം ചെയ്യേണ്ടതാണ്‌. മോഡിയും അമേരിക്കന്‍ പ്രസിഡന്റ്‌ ബറാക്‌ ഒബാമയും സംയുക്‌തമായി തയാറാക്കിയ വാഷിംഗ്‌ടണ്‍ പോസ്‌റ്റിലെ 820 വാക്കുകളുള്ള പത്രക്കുറിപ്പില്‍ ഏഴുതവണയാണ്‌ പങ്കാളിത്തം എന്ന്‌ ഉപയോഗിച്ചിരിക്കുന്നത്‌. പക്ഷേ എങ്ങനെ ആ പങ്കാളിത്തം ആവിഷ്‌കരിക്കപ്പെടും എന്നത്‌ അതില്‍ വ്യക്‌തമാക്കുന്നില്ല. കഴിഞ്ഞ ഒരു പതിറ്റാണ്ടിനിടയില്‍ പല മേഖലകളിലും ഇന്ത്യയും അമേരിക്കയും തമ്മിലുള്ള പങ്കാളിത്തം നിലവിലുണ്ട്‌. വന്‍ പൊതു പ്രചാരണത്തോടെ നടന്ന ഈ സന്ദര്‍ശനത്തില്‍ മോഡിക്കും ഇന്ത്യയ്‌ക്കും പ്രശംസകളും ആശംസകളുമാണ്‌ വന്‍തോതില്‍ ലഭിച്ചത്‌ എന്നാണു മനസിലാക്കേണ്ടത്‌. കാരണം സാമ്പത്തികപരമായി നോക്കിയാല്‍, ദിവസങ്ങള്‍ക്കു മുന്‍പു നടന്ന ചൈനീസ്‌ പ്രസിഡന്റ്‌ ഷി ചിന്‍ പിംഗിന്റെ ഇന്ത്യാ സന്ദര്‍ശന വേളയില്‍ വരുന്ന അഞ്ചു വര്‍ഷത്തേക്ക്‌ ഇരുപതു ബില്യന്‍ ഡോളറിന്റെ നിക്ഷേപമാണ്‌ ചൈനീസ്‌ നേതാവ്‌ വാഗ്‌ദാനം ചെയ്‌തത്‌. കൂടാതെ ചൈനീസ്‌ പ്രസിഡന്റും ഇന്ത്യന്‍ പ്രധാനമന്ത്രിയും വ്യാപാര-സാമ്പത്തിക, സാംസ്‌കാരിക മേഖലകളില്‍ 15 കരാറുകള്‍ ഒപ്പു വയ്‌ക്കുകയും ചെയ്‌തു. കഴിഞ്ഞ അഞ്ചുവര്‍ഷത്തിനിടയില്‍ ചൈനീസ്‌ നിക്ഷേപം 400 മില്യനായിരുന്നു.

പ്രധാനമായും എട്ടു വിഷയങ്ങളിലാണ്‌ ഇന്ത്യ-അമേരിക്ക ചര്‍ച്ച നടന്നത്‌. ഊര്‍ജം, ആരോഗ്യം, ബഹിരാകാശം, സ്‌ത്രീ ശാക്‌തീകരണം, വ്യാപാരം, വിദ്യ, സ്‌ട്രാറ്റജി, സുരക്ഷ എന്നിവയാണത്‌. പക്ഷേ ഇന്ത്യയും അമേരിക്കയും സംയുക്‌തമായി പുറത്തിറക്കിയ വിഷന്‍ ഡോക്യുമെന്ററിയിലും പുതുതായി എന്തെങ്കിലും ഉള്ളതായി പറയുന്നില്ല. വ്യാപാരത്തിലും സാങ്കേതിക വിദ്യയിലും ഭീകരവിരുദ്ധ നയങ്ങളിലും പ്രതിരോധ മേഖലകളിലും സഹകരണം വര്‍ധിപ്പിക്കുമെന്നു പറയുന്നത്‌ തീര്‍ത്തും പഴകിത്തേഞ്ഞ ഒരു പ്രയോഗമാണ്‌. കാരണം എല്ലാ ഉഭയകക്ഷി ചര്‍ച്ചകള്‍ക്കും ശേഷം എല്ലാ രാഷ്‌ട്രത്തലവന്മാരും പറയുന്നത്‌ ഇതുതന്നെയാണ്‌. മാത്രമല്ല, ഇന്ത്യയും അമേരിക്കയും പ്രസ്‌തുത മേഖലകളില്‍ സഹകരണം നിലവിലുള്ളതാണ്‌. അമേരിക്കയും ചൈനയും ഇന്ത്യയുടെ ഒന്നും രണ്ടും വ്യാപാര പങ്കാളികളാണ്‌. പക്ഷേ, അടിസ്‌ഥാന വികസന മേഖലകളിലെ ഇന്ത്യയിലെ ഏറ്റവും വലിയ നിക്ഷേപകര്‍ ജപ്പാനാണ്‌.

ഈ ഉഭയകക്ഷി ചര്‍ച്ചകളിലും പങ്കാളിത്ത പരിപാടികളിലും വിട്ടുപോയ സുപ്രധാനമായ ഒന്ന്‌ ഭൗമ-രാഷ്‌ട്രീയപരമായ വെല്ലുവിളികള്‍ അഥവാ കാശ്‌മീര്‍, ശ്രീലങ്കന്‍ പ്രശ്‌നങ്ങള്‍ എന്നിയാണ്‌. ഇതു സൂചിപ്പിക്കുന്നത്‌ ഇരു രാജ്യങ്ങളും തമ്മിലുള്ള ഘടനാപരമായ വെല്ലുവിളികള്‍ ഇപ്പോഴും നിലനില്‍ക്കുന്നു എന്നു തന്നെയാണ്‌.
മോഡിയുടെ അമേരിക്കന്‍ സന്ദര്‍ശനവുമായി ബന്ധപ്പെട്ട്‌ അവിടത്തെ മുഖ്യധാരാ മാധ്യമങ്ങളുടെ അവലോകനങ്ങള്‍ മുഖവിലയ്‌ക്കെടുക്കേണ്ടതാണ്‌. കാരണം സങ്കീര്‍ണ വിഷയങ്ങളായ ഇന്ത്യന്‍ നികുതി നിയമങ്ങള്‍, വ്യാപാര, സിവിലിയന്‍ സഹകരണം എന്നിവയില്‍ ഇന്ത്യയും അമേരിക്കയും തമ്മിലുള്ള പ്രശ്‌നങ്ങള്‍ ഈ സന്ദര്‍ശനാനന്തരവും അപരിഹാര്യമായി തുടരുകയാണ്‌ എന്ന്‌ ഈ മാധ്യമങ്ങള്‍ ചൂണ്ടിക്കാട്ടുന്നു. ഇന്ത്യയും അമേരിക്കയും തമ്മിലുള്ള 2005-ലെ സിവില്‍-ന്യൂക്ലിയര്‍ കരാര്‍ ആവിഷ്‌കരിക്കുന്നതും അതിലുണ്ടാകുന്ന ബാധ്യതകള്‍ പരിഹരിക്കുന്നതിനുള്ള ഇന്റര്‍ ഏജന്‍സി കോണ്ടാക്‌ട്‌ ഗ്രൂപ്പ്‌ രൂപീകരണവും പഴയൊരു വാഗ്‌ദാനമായി നിലനില്‍ക്കുന്നു. മനുഷ്യാവകാശ സംരക്ഷണം എന്ന പ്രാധാന്യമേറിയ വിഷയത്തിലും ചര്‍ച്ച നടന്നില്ല എന്ന്‌ ന്യൂയോര്‍ക്ക്‌ ടൈംസ്‌ ലേഖിക ജൂലി ഹിഷ്‌ഫെല്‍ഡ്‌ ഡേവിഡ്‌ വിമര്‍ശിക്കുന്നതു തികച്ചും വാസ്‌തവമാണ്‌. കാരണം മനുഷ്യാവകാശ സംരക്ഷണത്തേയും സംയോജന ഭരണരീതിയെക്കുറിച്ചും മോഡിയും ഒബാമയും ചര്‍ച്ച നടത്തി എന്ന്‌ വൈറ്റ്‌ഹൗസ്‌ സെക്രട്ടറി ജോഷ്‌ ഏണസ്‌റ്റ്‌ പത്രമാധ്യമങ്ങളോടു പറഞ്ഞെങ്കിലും ഇന്ത്യയും അമേരിക്കയും നല്‍കിയ സംയുക്‌ത പത്രക്കുറിപ്പില്‍ ഇതേപ്പറ്റി പരാമര്‍ശമില്ല.
മോഡിയെ സ്വീകരിക്കുന്നതില്‍ വൈറ്റ്‌ ഹൗസ്‌ കാര്യമായി ശ്രദ്ധിച്ചെങ്കിലും അഞ്ചു മാസങ്ങള്‍ക്കു മുമ്പു വരെ തങ്ങള്‍ വിസ നിരോധനം ഏര്‍പ്പെടുത്തിയ നേതാവായിരുന്നു മോഡി എന്ന ചിന്തയും അമേരിക്കയുടെ കാഴ്‌ചപ്പാടിലുണ്ടായിരുന്നു എന്നതു വ്യക്‌തം. ലോകത്ത്‌ പല രാഷ്‌ട്രത്തലവന്മാര്‍ക്കും വിവിധ ഇന്ത്യന്‍ പ്രധാനമന്ത്രിമാര്‍ക്കും ലഭിക്കുന്ന ഒരു വിശേഷ അവകാശം മോഡിക്ക്‌ അമേരിക്ക നല്‍കിയില്ല. വിദേശ രാഷ്‌ട്രത്തലന്മാരുടെ അമേരിക്കന്‍ സന്ദര്‍ശന വേളയില്‍ അവരുടെ പരമോന്നത നിയമനിര്‍മാണ സഭയായ കോണ്‍ഗ്രസിന്റെ സംയുക്‌ത സമ്മേളനത്തെ അഭിസംബോധന ചെയ്യാന്‍ അവസരം നല്‍കി അമേരിക്ക അതിഥികളെ ആദരിക്കാറുണ്ട്‌. വാജ്‌പേയിക്കും ഇതു ലഭിച്ചിട്ടുണ്ട്‌. മോഡിയെ ഇതിനു ക്ഷണിച്ചില്ല എന്നതു യു.എസിന്റെ നയതന്ത്രത്തില്‍ പെടുന്നു.
മോഡിയുടെ കഴിഞ്ഞ തെരഞ്ഞെടുപ്പു കാലത്തെ പ്രചാരണ രീതിയിലുണ്ടായിരുന്ന ഒരു വിദ്യ മാത്രമാണ്‌ മാഡിസണ്‍ സ്‌ക്വയറിലേയും മറ്റും ഉണ്ടായിരുന്നത്‌ എന്നു കോണ്‍ഗ്രസ്‌ പാര്‍ട്ടി വക്‌താവ്‌ ആനന്ദ്‌ ശര്‍മയുടെ പ്രസ്‌താവന രാഷ്‌ട്രീയ വിരോധത്തിലുള്ളതാണ്‌ എന്നു വിലയിരുത്തേണ്ടതില്ല. മാഡിസണ്‍ സ്‌ക്വയറില്‍ പതിനായിരങ്ങള്‍ സമ്മേളിച്ചെങ്കിലും ഐക്യരാഷ്‌ട്ര ജനറല്‍ അസംബ്ലിയെ മോഡി അഭിസംബോധന ചെയ്യുന്ന സമയത്ത്‌ മൂന്നില്‍ രണ്ടു സീറ്റുകളും കാലിയായിരുന്നു എന്നതു ശ്രദ്ധേയമാണ്‌. കൂടാതെ, മാഡിസണ്‍ സ്‌ക്വയറിലെ സമ്മേളനം, ഒരു ശരാശരി അമേരിക്കക്കാരന്‍ സമ്പാദിക്കുന്നതിനേക്കാള്‍ പണം സമ്പാദിക്കുന്ന, അമേരിക്കയിലെ സമ്പന്നരായ ഗുജറാത്തികളുമാണ്‌ വിജയിപ്പിച്ചത്‌ എന്നു വ്യക്‌തമാണ്‌.
നയതന്ത്ര തലത്തില്‍ മോഡി അമേരിക്കയോട്‌ അമിത വിധേയത്വമാണു പ്രകടിപ്പിച്ചത്‌ എന്നു വ്യക്‌തമാകും. കാരണം, മാസങ്ങള്‍ക്കു മുന്‍പ്‌ അമേരിക്കയിലെ ഇന്ത്യന്‍ നയതന്ത്ര ഉദ്യോഗസ്‌ഥയായിരുന്ന ദേവയാനി ഖോബ്രഗഡെയെ അമേരിക്ക അപമാനിച്ചപ്പോള്‍ യു.പി.എ. സര്‍ക്കാര്‍ ഡല്‍ഹിയിലെ അമേരിക്കന്‍ എംബസിയിലെ സുരക്ഷ ലഘൂകരിക്കുന്ന കര്‍ശനമായ നടപടി സ്വീകരിച്ചത്‌ നാം കണ്ടു. തുടര്‍ നടപടികള്‍ ചുരുങ്ങിയ വികാരപ്രകടനങ്ങളിലൂടെ ഒതുങ്ങിപ്പോയി എന്നതു സത്യം. വര്‍ഷങ്ങളായുള്ള മോഡിയുടെ മനസിലെ തനിക്കുള്ള വിസാ നിരോധനത്തിന്റെ അപകര്‍ഷതാബോധം അദ്ദേഹം തീര്‍ത്തത്‌ അമേരിക്കാര്‍ക്ക്‌ ഇന്ത്യയിലേക്കുള്ള വിസാ നടപടി ലഘൂകരണത്തിലൂടെയാണ്‌. അമേരിക്കയിലെ ഇന്ത്യന്‍ വംശജര്‍ക്ക്‌ ഇന്ത്യയിലേക്കുള്ള ആജീവനാന്ത സൗജന്യ വിസ ഉടനെ നടപ്പിലാക്കും എന്നത്‌ അനുബന്ധമാണ്‌.
അമേരിക്കയില്‍ വച്ച്‌ മോഡിയും ഇസ്രായേലി പ്രധാനമന്ത്രി ബെഞ്ചമിന്‍ നെതന്യാഹുവുമായുള്ള അര മണിക്കൂര്‍ കൂടിക്കാഴ്‌ച വന്‍ പ്രാധാന്യമുള്ളതുതന്നെ. ഇന്ത്യയുടെ പശ്‌ചിമേഷ്യ നിലപാടുകളിലുള്ള വ്യതിയാനം തന്നെയാണിത്‌. കൂടിക്കാഴ്‌ചയുടെ അജണ്ട അവസാന നിമിഷം വരെ കോണ്‍ഫിഡന്‍ഷ്യല്‍ ആക്കി വച്ചത്‌ അതിനാലാണ്‌. ഇന്ത്യയുമായുള്ള ബന്ധം ശക്‌തമാക്കുന്നതിനെ ഗൗരവമായിട്ടാണ്‌ കാണുന്നത്‌ എന്ന ഇസ്രായേലി വക്‌താവിന്റെ പ്രസ്‌താവനയും ഇതു സൂചിപ്പിക്കുന്നു. ഇസ്രയേലിന്റെ പലസ്‌തീന്‍ ആക്രമണത്തെ സര്‍ക്കാര്‍ അപലപിക്കാന്‍ വേണ്ടി കോണ്‍ഗ്രസും ഇടതുപക്ഷവും പാര്‍ലമെന്റില്‍ ശക്‌തമായി നിലകൊണ്ടെങ്കിലും എന്‍.ഡി.എ. സര്‍ക്കാര്‍ വഴങ്ങാതിരുന്നത്‌ മറ്റൊന്നും കൊണ്ടല്ല. ആറു ബില്യണ്‍ ഡോളറിന്റെ സഹകരണവും വ്യാപാരവും ഇറാഖിലെ പുതിയ ഐ.എസിന്റെ രൂപവല്‍ക്കരണ ശേഷം സ്വീകരിക്കേണ്ട തന്ത്രപ്രധാന നടപടികളും മോഡി-നെതന്യാഹു ചര്‍ച്ചയില്‍ വന്നിട്ടുണ്ട്‌. ഉടന്‍ ഇസ്രായേല്‍ സന്ദര്‍ശിക്കാനുള്ള ക്ഷണം മോഡി സ്വീകരിച്ചാല്‍ അത്‌ ഇന്ത്യ-ഇസ്രായേല്‍ ബന്ധത്തില്‍ പുതിയൊരു അധ്യായമായിരിക്കും. ഇതുവരെ ഒരു ഇന്ത്യന്‍ പ്രധാനമന്ത്രിയും ഇസ്രായേല്‍ സന്ദര്‍ശിച്ചിട്ടില്ല. ഇതില്‍ നിന്നും ഇന്ത്യയുടെ ആയുധ സംഭരണ ശേഷി വര്‍ധിക്കുന്നതിലുപരിയായി മറ്റെന്തെങ്കിലും സാധ്യമാകുമോ എന്നു കാത്തിരുന്നു കാണാം.

ഇനിയുള്ള പ്രതീക്ഷ അമേരിക്കയിലെ വിവിധ കമ്പനികളുടെ സി.ഇ.ഒമാരുമായിട്ടുള്ള മോഡിയുടെ ചര്‍ച്ചയില്‍ അവരുടെ ഇന്ത്യയിലെ നിക്ഷേപത്തിന്റെ പ്രധാന പ്രതിസന്ധിയായ നികുതി, നിക്ഷേപങ്ങള്‍ക്കനുസൃതമായി സ്‌ഥിരതയുള്ള നികുതി സംവിധാനമാകുമെന്ന്‌ മോഡി ഉറപ്പു നല്‍കിയതാണ്‌. ഇതു പക്ഷേ, നവ ഉദാരവല്‍ക്കരണ നയങ്ങളിലുള്ള ഇന്ത്യയുടെ മറ്റൊരു വീഴ്‌ചയായിരിക്കും. ഏതായാലും മോഡിക്കെതിരേയുള്ള മാന്‍ഹട്ടന്‍ ഫെഡറല്‍ കോടതിയുടെ സമന്‍സിനെക്കുറിച്ച്‌ അമേരിക്ക ഔദ്യോഗികമായി പ്രതികരിക്കാതിരുന്നതും അമേരിക്കയിലെ മനുഷ്യാവകാശ സംഘടനകളുടെ പ്രതിഷേധത്തിനു വന്‍ പ്രചാരണം കിട്ടാതിരുന്നതും മോഡിക്ക്‌ ആശ്വാസം നല്‍കുന്നതാണ്‌.

അമേരിക്കയില്‍ വച്ച്‌ പ്രതിഷേധിച്ചവരില്‍ ഗുജറാത്തില്‍ കൊല്ലപ്പെട്ട മുന്‍ എം.പി. ഇഹ്‌സാന്‍ ജാഫ്രിയുടെ മകള്‍ നിഷറിന്‍ ജാഫ്രിയുമുണ്ടായിരുന്നു. വാള്‍ സ്‌ട്രീറ്റ്‌ ജേണലിലെ മൈക്കല്‍ കുഹെല്‍മാന്‍ മോഡിയുടെ സന്ദര്‍ശനത്തെ വിശേഷിപ്പിച്ചത്‌ ഇത്‌ ആഡംബരത്തില്‍ വലുതും സത്തയില്‍ ചെറുതും എന്നാണ്‌. ഇതു തിരുത്തണമെങ്കില്‍ ചര്‍ച്ചയിലെ വാഗ്‌ദാനങ്ങള്‍ ഇന്ത്യയ്‌ക്ക്‌ ഉപയുക്‌തമായതാണെന്നു വ്യക്‌തമാക്കാന്‍ പ്രധാനമന്ത്രിക്കു കഴിയണം.

Taking a U-turn from his stand of appreciation for Prime Minister Narendra Modi, Maharashtra Navnirman Sena chief Raj Thackeray on Sunday criticised him for his “divisive politics.” Addressing a rally in the city, Mr. Thackeray asked whether Mr. Modi was the Prime Minister of India or of Gujarat.

“I was the first person to support him for his prime ministerial bid. I had thought he would change after becoming the PM, but he is not willing to talk of anything else but Gujarat. I still appreciate him for the work done in Gujarat, but what kind of message is he sending to the world?” Mr. Thackeray asked.

He questioned why the entertainment programme in the U.S. was Garba dance, and why U.S. President Barack Obama talked to Mr. Modi in Gujarati, instead of Hindi.

“The world should know him as India’s Prime Minister, not as Gujarat’s Prime Minister.” He also criticised Gujarat Chief Minister Anandiben Patel, and accused her of trying to rob Maharashtra of its industrialists.

“While Mr. Modi speaks of development for Mumbai and Maharashtra, Ms. Patel asks businessmen in Mumbai why they wish to continue investing here. ‘You waste half a day in traffic here. What work will you do in the remaining day? Why are you investing here? Gujarat is close-by. Invest there,’ she told industrialists here,” he claimed.

He also questioned Mr. Modi’s announcement of starting a high speed train service from Mumbai to Ahmedabad.

“Why will a Marathi person go to Ahmedabad? What will he do there? What is the purpose of starting such a service then? You are behaving like the CM of Gujarat,” he added

Islamic State recruits from India may not face arrest on return as government mulls reprieve in a bid to deradicalize them.
NEW DELHI: An NDA regime may be naturally seen as "tough on terror", but the Narendra Modi government seems to be toying with the idea of taking a humanitarian approach towards Indian youths who are suspected to be fighting alongside the Islamic State (also known as ISIS) in Iraq.

Faced with a proposal by NIA to lodge an FIR against ISIS, the home ministry is exploring if these youths can be deradicalised when they come back from Iraq rather than pushing them behind bars. The argument in favour of this idea is that an FIR will not only scare the youths from coming back but also prevent parents from reporting to police.


"We are still trying to find an answer to the question: 'How will an FIR help us?'. Legally speaking, these boys have done no wrong in India. Would it not be wiser to let them come in and keep them under observation and deradicalize them. May be they would be of more help then. The matter, however, is still under discussion," said a senior home ministry official.

A move like this, if actually taken into stride, would be a significant departure from the generally hawkish attitude of the security establishment and put in place a new paradigm for tackling terror.


Intelligence agencies suspect as many as 18-20 Indian youths to be fighting in Iraq with ISIS. The family members of one of these youths, Arif Majid (from Thane, near Mumbai), had recently met home minister Rajnath Singh and requested him to take action against those who are radicalizing the youth. Majid is now suspected to be dead.


Singh had subsequently, in a press conference, brushed aside the threat of ISIS on India as media hype. He had said that Indian Muslims are opposed to ISIS and would not join it in large numbers. He had said that the community leaders were working against such developments and that there were no fresh reports of youths joining ISIS after the first burst.

Days later, Prime Minister Narendra Modi echoed the sentiments while talking about the threat of Indians joining al-Qaida. In an interview, Modi said Indian Muslims are patriotic and would not dance to the tune of al-Qaida.



NIA has asked the home ministry for permission to lodge an FIR against ISIS, based on sanctions on the outfit by UN convention. A decision is likely to be taken soon after discussions with the Intelligence Bureau and NSA Ajit Doval. In a counter argument, an NIA officer said, "Even if arresting these boys is not desirable, is it not important to find the guys who are radicalizing them and sending them to Iraq? How would that be done without an FIR?"

Mumbai: Prime Minister Narendra Modi’s Swachh Bharat campaign has led to a small but noticeable change at the Reserve Bank of India (RBI) headquarters in Mint street. The top brass of the RBI, which like all other government offices met on 2 October to take the ‘cleanliness pledge’, has decided to change an old tradition in the central bank’s main office building at Fort, Mumbai. The RBI building at Fort for many years now has had a separate toilet marked for ‘executives’ which is used mainly by officers. These toilets had some special facilities like towels and tissue papers and some automated facilities which were not available in the separate toilet meant for employees who were not ‘officer grade’. In a meeting chaired by governor Raghuram Rajan as part of the Swachh Bharat campaign, it was decided that this practice will henceforth be discontinued and all facilities so far extended to only ‘officers’ will be extended to all employees. A RBI spokeswoman confirmed that the decision had been taken at a meeting on 2 October. The meeting was attended by all the four deputy governors and also executive directors. “This was one of the decisions taken after the meeting. The governor also spoke about ensuring that we keep our place of work clean by keeping files in order and making sure that even emails are not clogged. There will also be a cleanliness campaign in RBI staff quarters, starting with one of our quarters in Mumbai Central,” the spokeswoman said. Samir Ghosh, general secretary of the All India Reserve Bank Employees Association (AIREA), a trade union of staff, said: “This practice of having separate toilets was a British legacy and we welcome its discontinuation. This is the right step towards a more egalitarian RBI.”
