If you need any proof of how the National Democratic Alliance (NDA) government under Narendra Modi has made no significant departures from the economic policies followed by the United Progressive Alliance (UPA) government under Manmohan Singh, a look at just last week’s developments should be sufficient.

In the last few days, there have been several instances where the similarities in approach between the two regimes have been in evidence in the sphere of economic policy making in particular.

Last Friday, for instance, the government presented to the Lok Sabha its supplementary demand for grants seeking parliamentary approval for spending an additional Rs 40,882 crore (Rs 408.82 billion) on a few programmes over and above what was provided when Finance Minister Arun Jaitley presented his Budget for 2015-16 last February.

The significance does not lie in the quantum of additional money sought to be spent by the government, but in the schemes for which such funds are being allocated.






What a quick analysis of these numbers shows is that over 28 per cent of the supplementary demand for grants will be directed towards just two schemes that the NDA government is implementing under the Mahatma Gandhi National Rural Employment Guarantee Act and the National Food Security Act.

Remember that both the schemes were introduced by the UPA government as part of its entitlement politics to confer on people the right to jobs and food.

Both the schemes, mandated under separate laws passed by Parliament, were controversial as they imposed huge costs on the exchequer apart from being poorly targeted and, therefore, posing dangers of large-scale diversions and leakages.

One would have imagined that after the NDA government was formed in May 2014, both the schemes would receive relatively less attention.




Since they were mandated under law, the Modi government obviously could not have completely starved them of funds, but it could have easily reduced financial allocations.  

But none of that really happened. Financial allocation for both food security and guaranteed jobs for the rural poor were maintained by and large at the same level as in the previous year.

And in the current year, the funds for the two schemes were initially raised marginally and now – with the help of the supplementary grant – raised significantly by 20 per cent for the rural job scheme and by around seven per cent for the food security programme.

Indeed, last week’s supplementary demand for grants sought additional outlays for a few more social sector  schemes like the Integrated Child Development Scheme (which was started by the Congress government headed by Indira Gandhi in 1975) and the Pradhan Mantri Gram Sadak Yojana (which was launched by Atal Bihari Vajpayee’s government in 2000).

Taken together, the additional allocations for these four schemes accounted for about 40 per cent of the total supplementary demand for grants of Rs 40,822 crore.  








What does this expenditure pattern show? NDA under Mr Modi is as focused on the rural poor with doles and hand-outs as the UPA under Dr Singh was.    

Take a look at the NDA government’s other policy initiatives, the similarities in its approach with that of the UPA appear even more striking. The UPA introduced the Aadhar scheme, a biometric identification programme.

The NDA government has now expanded its scope to use it for transfer of not just subsidies on cooking gas, but also a host of other cash benefits.

The UPA believed only in recapitalisation of weak public sector banks without bringing about fundamental reforms in their ownership or governance systems.






So far the NDA is seen to be busy allocating only fresh equity for weak public sector banks. It is talking about governance change, but there is still no talk about reducing the government’s equity in them below 51 per cent.

With regard to the foreign investment policy also, the NDA government is largely following the pattern laid down by the UPA.

After overcoming much opposition to allowing foreign direct investment in multi-brand retail, the UPA government had introduced a regime in which foreign companies could invest up to 51 per cent in multi-brand retail companies provided the states where the stores were to be located also approved their proposal.

The NDA was opposed to this policy when it was introduced in 2012, but more than a year after the formation of its government at the Centre, the same policy is being followed and indeed some further relaxations are being considered.

Yes, there are major differences between the NDA and the UPA on contentious issues like the land acquisition and rehabilitation law or the introduction of the goods and services tax or GST.




But as recent developments show, the NDA government appears to have veered round to accepting the main provisions of the land acquisition as they existed in the law that was passed by the UPA in 2013.  

And on GST, the differences are primarily with regard to some technical issues of what items are to be included or whether the one per cent additional tax needs to be imposed by producing states.




The fact is both the parties are in principle in agreement on the need to have a GST regime that both believe would facilitate trade and economic activity with gains for everybody.

One might see in these similarities a reassuring trend that in spite of their differences on social policies, there is a broad consensus between them on the nature of economic policies that need to be pursued.

This has ensured a degree of predictability and consistency in economic policies over the last many years, even though questions on whether the two are any different from each other keep surfacing from time to time - and much to their discomfort.

Why Modi's progress card on I-Day speech 2014 reads 'fail'      


Prime Minister Narendra Modi’s maiden speech from Red Fort last Independence Day outlined some grand programmes.



Exactly a year ago, Narendra Modi addressed the nation from the ramparts of the Red Fort on August 15, 2014, for the first time in his avatar as the prime minister and made some promises. A year later, on the occasion of the 69th Independence Day, before PM Modi lists out yet another set of promises, let us assess if he has been able to keep his word on the previous ones. Here is a quick report card.

1. Modi had said the first step towards ‘Swachh Bharat’, a programme that was later launched on October 2, 2014, would entail building toilets in all schools, including separate toilets for girls, within one year. He said by next August 15 there should be no school without a toilet.  


Report Card: Fail (below 35 per cent).

Only 32 per cent of the toilets have been built; 68 per cent, or 2,98,458 toilets, are yet to be built. Thus, work has been completed in only one of every three toilets to be constructed across India according to a review of the Swachh Vidyalaya programme chaired by Modi himself in June this year.

2. Modi had launched the Pradhanmantri Jan-Dhan Yojana which would provide for a bank account and a debit card to poor families.

Report Card: Poor (below 50 per cent).

As on July 29, 2015, a total of 17 crore 29 lakh accounts have been opened as per statistics provided by the PJDY website; 46.91 per cent of these accounts have zero balance. About 15 crore Rupay debit cards have been issued. According to the 2011-12 Rangarajan methodology, a minimum of 36.29 crore Indians are below the poverty line, a figure that is likely to rise if one takes a look at the trend put forth by the Socio Economic Caste Census findings, which says that 70 per cent of all rural households live on less than Rs 200 a day.

3. Modi demanded a 10-year moratorium on communal violence.

Report Card: Fail.

Incidents of communal violence in India rose by nearly 25 per cent in the first five months of this year compared to the same period in 2014. Deaths in communal incidents rose from 26 to 43 last year while the number of those injured in such clashes increased from 701 to 961, as per reported home ministry figures.

Here one is not even mentioning the spate of inflammatory and communal statements made by Modi’s own colleagues Sadhvi Jyoti, Sakshi Maharaj, Yogi Adityanath and members of his Sangh Parivar including Mohan Bhagwat, Pravin Togadia, Ashok Singhal, Sadhvi Prachi and others on issues like ‘Love Jihad’, ‘Ghar Wapsi’.

The alarming number of church attacks in Delhi and tension in Trilokpuri, Bawana areas of Delhi and riots in Bharatiya Janata Party-ruled Haryana also leave many questions unanswered on whether Modi indeed pursued the fulfillment of this promise with any sincerity at all.

Modi emphasised the importance of daughters and made a mention about India’s poor sex ratio.


4. Despite Modi’s emphatic messages, his ‘Man Ki Baat’ on the issue, his campaigns like ‘Selfie with daughter’ and ‘Beti Bachao’, the sex ratio has shown no improvement whatsoever in 2015 and remains stagnant at the 2014 figure of 943/1000 males.

Modi claimed that he would boost manufacturing through ‘Make In India’.

Report Card: Fail.    

5. Core sector production, which was as high as 8.7 per cent in June 2014, hit an 18-month low of -0.4 per cent in April 2015. The eight industries that constitute the sector grew at a slower pace of three pc in June 2015. As per commerce ministry data, exports in 2015 fell by a whopping 15.82 per cent compared to 2014.

Modi had announced the Sansad Adarsh Gram Yojana whereby every member of Parliament was exhorted to adopt and develop a village as an ideal/model village. Although Modi had said that since this was a new programme, it would take up to 2016 for it to be implemented.

Report Card: Average.

According to Rural Development Minister Rao Birender Singh, in the first year of SAGY, 679 village panchayats have been adopted; 108 MPs are yet to adopt villages even one year later. Whether all these villages would be developed as ideal villages is anybody’s guess.  

6. Modi said Niti Aayog, a new body with new body and soul, would be created to replace the Planning Commission. This new institution would respect the federal structure of the country, he had assured.

Report Card: Average.

Apart from the name change, nobody is quite sure what Niti Aayog is all about even after one year. It continues to face a number of challenges, including a lack of clarity on what issues it needs to focus on. Till very recently there was even confusion about its members’ position. Only recently the PMO issued an order granting the rank and status of cabinet minister to Niti Aayog Vice Chairman Arvind Panagariya and that of minister of state to its two full-time members, economist Bibek Debroy and former bureaucrat V K Saraswat.

As far as cooperative federalism is concerned, 12 states skipped the last meeting of Niti Aayog chaired by the PM, indicating how little faith they have in this institution’s commitment towards the federal structure.

7. Modi said he would launch the Digital India and Skill India initiatives

Report Card: Pass.

Although the fine print of both these initiatives is yet to be studied, the two programmes have been initiated.

8. Modi had expressed dismay at the rising number of rape incidents in the country and prioritised the safety of women.

Report Card: Fail.

In the first two months of 2015, the Delhi police’s statistics show 300 rapes and 500 molestations have been reported. So under Modi’s watch, Delhi has witnessed about five rapes and eight molestations per day!

തട്ടിപ്പിനും കൊലപാതകത്തിനും കേസുള്ളവരും ഇരുപതും ഇരുപത്തൊന്നും പ്രായക്കാരുമായ ചെറുപ്പക്കാര്‍ക്ക്, എളുപ്പത്തില്‍ പണമുണ്ടാക്കാനുള്ള വഴിയായി തോന്നിയത് ട്രെയിനില്‍ കയറി കവര്‍ച്ച ചെയ്യലാണ്. അവര്‍ കേരള എക്സ്പ്രസില്‍ കയറുന്നു. അംഗപരിമിതര്‍ക്കുള്ള കോച്ചില്‍ ഇരിക്കുന്നു. അംഗപരിമിതരായ യാത്രക്കാര്‍ക്ക് ചെറുത്തുനില്‍ക്കുക പ്രയാസമാകും എന്നവര്‍ക്കറിയാം. അത്രതന്നെ അവര്‍ക്ക് തീര്‍ച്ചയുള്ള കാര്യമാണ്, ട്രെയിനില്‍ പൊലീസ് സംരക്ഷണമെന്ന പ്രാഥമിക അവകാശംപോലും യാത്രക്കാര്‍ക്ക് (ഭിന്നശേഷിക്കാരുടെയും വനിതകളുടെയും പ്രത്യേക കോച്ചിലടക്കം) ലഭ്യമാകില്ല എന്ന്. ട്രെയിന്‍ യാത്രയില്‍ സുനിശ്ചിതമെന്ന് പറയാവുന്ന എന്തെങ്കിലുമുണ്ടെങ്കില്‍ അത് ഈ അരക്ഷിതാവസ്ഥയാണെന്ന് വന്നിരിക്കുന്നു. അങ്ങനെ ട്രെയിന്‍ ഏറ്റുമാനൂര്‍ സ്റ്റേഷന്‍ വിട്ടശേഷം അക്രമികള്‍ പണിതുടങ്ങി. കുടുംബത്തിലെ മൂന്നുപേരെ ആക്രമിക്കുന്നു; അവരെ മൂവരെയും പരിക്കേല്‍പിച്ച് കവര്‍ച്ച നടത്തുന്നു; ചങ്ങല വലിച്ച് ട്രെയിന്‍ നിര്‍ത്തിച്ചശേഷം ഓടി രക്ഷപ്പെടുന്നു. റെയില്‍വേയില്‍ കവര്‍ച്ചക്കാര്‍ക്ക് ആരെയും പേടിക്കേണ്ടതില്ളെന്ന കണക്കുകൂട്ടല്‍ പിഴച്ചില്ല. പക്ഷേ, റെയില്‍വേ ട്രാക്കിലൂടെ ഓടുന്നതിനിടെ നാട്ടുകാര്‍ പിന്നാലെകൂടി. അവരും പൊലീസും ചേര്‍ന്ന് കവര്‍ച്ചക്കാരെ പിടികൂടി. നാലരവര്‍ഷംമുമ്പ് ഷൊര്‍ണൂര്‍ പാസഞ്ചറില്‍വെച്ച് പീഡിപ്പിക്കപ്പെട്ട സൗമ്യ അക്രമിക്കിരയായതും റെയില്‍വേയിലെ സുരക്ഷയില്ലായ്മമൂലമായിരുന്നു. ഇത്തരം സംഭവങ്ങളില്‍ ഒരു ഗോവിന്ദച്ചാമിയും സന്തോഷും വിനുവും മാത്രമല്ല കുറ്റവാളികള്‍. സുരക്ഷിതയാത്ര ഉറപ്പാക്കേണ്ട റെയില്‍വേയും കൂട്ടുപ്രതിതന്നെയാണ്.

കവര്‍ച്ചയും പീഡിപ്പിക്കലും കൊലയുമൊക്കെ എത്ര സാധാരണമാകുന്നു എന്നപോലത്തെന്നെ നമ്മെ ഞെട്ടിപ്പിക്കേണ്ടതാണ് അതെല്ലാം എത്ര എളുപ്പമായിക്കഴിഞ്ഞിരിക്കുന്നു എന്നതും. ഭിന്നശേഷിക്കാര്‍ക്കും സ്ത്രീകള്‍ക്കും പ്രത്യേക കോച്ചുകള്‍ ഏര്‍പ്പെടുത്തുന്നത് അവര്‍ക്ക് കൂടുതല്‍ സുരക്ഷയും സൗകര്യവും നല്‍കാന്‍ വേണ്ടിയാണ്. എന്നാല്‍, സുരക്ഷാസംവിധാനമെന്നൊന്ന് ഇല്ലാത്ത അവസ്ഥയില്‍ അത്തരം കോച്ചുകള്‍ കുറ്റവാളികളുടെ ഇഷ്ടലക്ഷ്യങ്ങളായിട്ടുണ്ടോ എന്ന് ആശങ്കിക്കണം. സൗമ്യ പീഡിപ്പിക്കപ്പെട്ടതും ഇപ്പോള്‍ മുഹമ്മദ് നാസിന്‍െറ കുടുംബം കൊള്ളയടിക്കപ്പെട്ടതും ട്രെയിനിനകത്ത് സുരക്ഷാസംവിധാനം ഒട്ടുമില്ലാത്ത അവസ്ഥയിലാണ്. ഇതിനെപ്പറ്റി റെയില്‍വേ അധികൃതരും സര്‍ക്കാറും വിശദീകരണം നല്‍കാന്‍ ബാധ്യസ്ഥരാണ്. റെയില്‍വേ സംരക്ഷണസേന എന്തിനാണെന്ന ചോദ്യത്തിന്, വേണ്ടത്ര ആളുകള്‍ സേനയിലില്ലാത്തതാണ് പ്രശ്നമെന്ന് അധികൃതര്‍ മറുപടി നല്‍കുന്നു. ആരാണ് ഇതിനുത്തരവാദികള്‍? ആരാണ് പ്രശ്നം പരിഹരിക്കേണ്ടത്? ടിക്കറ്റ് വാങ്ങി റെയില്‍വേയെ വിശ്വസിച്ച് യാത്രചെയ്യുന്നവരുടെ ജീവനും സ്വത്തിനും രക്ഷയില്ളെന്നുവന്നാല്‍ അതില്‍പരം പരാജയവും ഭരണവീഴ്ചയും മറ്റെന്തുണ്ട്?

കവര്‍ച്ചയും മോഷണവും കൊള്ളയും നടത്താന്‍ പരിശീലനംകിട്ടിയ ക്രിമിനല്‍ സംഘങ്ങള്‍ ട്രെയിനുകളെ ഉന്നമിട്ടുതുടങ്ങിയിട്ടുണ്ടെന്നത് ഉത്കണ്ഠയുണ്ടാക്കുന്നു. ഭയാനകമായ മറ്റൊരുകാര്യം, ട്രെയിന്‍ യാത്രാസുരക്ഷയുടെ ഉത്തരവാദിത്തം ആര്‍ക്കെന്നകാര്യംപോലും കൃത്യമായി പറയാനാകുന്നില്ല എന്നതാണ്.

സംസ്ഥാന സര്‍ക്കാറിന് കീഴിലെ റെയില്‍വേ പൊലീസും റെയില്‍വേയുടെ സ്വന്തം റെയില്‍വേ പ്രൊട്ടക്ഷന്‍ ഫോഴ്സും രണ്ടും സുരക്ഷക്കുവേണ്ടിയുള്ള സംവിധാനങ്ങളാണ്. ഇവ രണ്ടും തമ്മില്‍ ഏകോപനം കുറവാണ്; സഹകരണം ഒട്ടുമില്ളെന്നും കേള്‍ക്കുന്നു. ഉദ്യോഗസ്ഥര്‍ കുറവ്. വനിതാ പൊലീസുകാര്‍ നന്നേകുറവ്. സുരക്ഷാകാര്യങ്ങള്‍ വിലയിരുത്താന്‍ എല്ലാമാസവും യോഗംചേരുക, വല്ലതും സംഭവിച്ചാല്‍ തല്‍ക്കാല നടപടികളും പ്രസ്താവനകളുംകൊണ്ട് അവസാനിപ്പിക്കുക എന്നതാണ് ഇപ്പോള്‍ ആകെക്കൂടി നടക്കുന്ന സുരക്ഷാ നടപടികള്‍. ഓരോവീഴ്ചയിലും ഇരകള്‍ക്ക് നഷ്ടപരിഹാരം, ഉത്തരവാദികളായ റെയില്‍വേ ഉദ്യോഗസ്ഥരെ കണ്ടത്തെി ശിക്ഷിക്കല്‍ തുടങ്ങി പ്രാഥമികമായ പരിഹാരകൃത്യങ്ങള്‍ക്കുപോലും വ്യവസ്ഥയില്ല എന്നിരിക്കെ പ്രതിരോധസംവിധാനങ്ങളിലെ ഉദാസീനതയെപ്പറ്റി എന്തുപറയാന്‍! സി.സി.ടി.വി കാമറകള്‍ സ്ഥാപിക്കുകയെന്ന നിര്‍ദേശമുണ്ട്. നല്ലതുതന്നെ. പക്ഷേ, കുറ്റം നടന്നശേഷം അന്വേഷണത്തിന് ഉപകരിക്കുമെന്നല്ലാതെ, കുറ്റം തടയുന്നതിന് വനിതകളടങ്ങുന്ന സംരക്ഷണസേന എന്ന സംവിധാനംതന്നെ വേണം. മറ്റൊന്നും അതിന് പകരമാകില്ല.
റെയില്‍വേ സുരക്ഷയെപ്പറ്റി പേടിയുയര്‍ത്തുന്ന വാര്‍ത്തകള്‍ മറ്റിടങ്ങളില്‍നിന്നുമുണ്ട്. മധ്യപ്രദേശില്‍ മഴവെള്ളപ്പാച്ചിലില്‍ പാളം ഒലിച്ചുപോയതിനാല്‍ രണ്ട് തീവണ്ടികള്‍ മറിഞ്ഞ് 31 പേര്‍ മരിച്ചത് റെയില്‍പാളങ്ങളില്‍ സുരക്ഷാപരിശോധന ശരിയായി നടക്കാത്തതുകൊണ്ടാണ്. തീവണ്ടിക്കുള്ളില്‍ സ്ത്രീകള്‍ പീഡിപ്പിക്കപ്പെട്ട അനുഭവങ്ങള്‍ വേറെ സ്ഥലങ്ങളിലുമുണ്ടായിട്ടുണ്ട്. യാത്രാസുരക്ഷ വെറുമൊരു മുദ്രാവാക്യമാണ് റെയില്‍വേക്ക്. അതിനപ്പുറം യാത്രക്കാരുടെ ജീവനും അഭിമാനത്തിനും സ്വത്തിനും സംരക്ഷണംനല്‍കാന്‍ ഫലപ്രദമായ സജ്ജീകരണങ്ങളോ പദ്ധതിയോ ഇല്ളെന്ന് പലകുറി തെളിഞ്ഞുകഴിഞ്ഞിരിക്കുന്നു. ഉപഭോക്താക്കളെന്ന നിലക്കും പൗരന്മാരെന്ന നിലക്കും മനുഷ്യരെന്ന നിലക്കും യാത്രക്കാര്‍ക്ക് കിട്ടേണ്ട ഏറ്റവും അടിസ്ഥാനപരമായ അവകാശമാണ് സുരക്ഷ; ഇടക്കിടെ മാധ്യമങ്ങളില്‍ പ്രത്യക്ഷപ്പെടുന്ന താല്‍ക്കാലിക ആശങ്കയല്ല അതെന്ന് സര്‍ക്കാറും റെയില്‍വേ അധികൃതരും ഇനിയെങ്കിലും മനസ്സിലാക്കണം.
