New Delhi: The Bharatiya Janata Party (BJP)-led National Democratic Alliance (NDA) government is all set for its first cabinet reshuffle after the results of the assembly elections in Maharashtra and Haryana are declared on 19 October. Exit polls have ranked the BJP as the front-runner in both states, which are ruled by the Congress party. The timing of the cabinet reshuffle and expansion is still being discussed in the BJP. A strong section of the party wants the exercise to take place immediately after Diwali on 23 October; another section wants it to take place closer to Parliament’s winter session, as BJP leaders will be busy with government formation in Maharashtra and Haryana if it were to win the 15 October elections. The Times of India had reported on Friday that the NDA was considering a cabinet expansion and it is likely to take place ahead of the winter session of Parliament. “It is most likely that cabinet expansion will take place post-Diwali. There are vacancies in the party also which will also be filled. Since some office bearers will be appointed as ministers in the government, it will create new vacancies in the party which will also be needed to be filled before the elections,” said a senior BJP leader aware of the development. He spoke on condition of anonymity. Senior BJP leaders said the cabinet expansion will take place and vacant posts in the party will be filled simultaneously after Diwali so that the new ministers would have time to prepare themselves for the winter session of Parliament; newly appointed office bearers of the party will also need time to prepare for elections in Jharkhand and Jammu and Kashmir which will be announced later this year. “It is believed that posts are vacant in the party and they are not getting filled. But the fact is that all office bearers were busy with elections in Maharashtra and Haryana so there was very little time to think about filling vacant posts in the party. It will be happening soon,” said another BJP leader, who is a close aide of party president Amit Shah and also spoke on condition of anonymity. If the BJP forms a government in both states, some central office bearers contesting elections in Haryana and state unit members in the Maharashtra fray will also likely join the governments there, creating more vacancies that will need to be filled. “Most certainly this government requires an expansion. It is fine that the efficacy of numbers is realized but it is also true that some of the ministries are highly over-burdened. It is required that they get more numbers,” said Manisha Priyam, a New Delhi-based political analyst. “I think in the reshuffle those who are known to be hardworking but unknown faces could be given a chance,” Priyam said.

With just a day left for counting of votes in Maharashtra, the Shiv Sena has softened its stance on the Bharatiya Janata Party (BJP), indicating the possibility of a patch-up with its estranged ally.

There was no need for “bitterness or arguments,” though “hearts have been broken,” the Sena said in an editorial in its mouthpiece, Saamana, on Friday. Though it might be difficult to mend broken hearts, a reference to the split between the two parties, the State needed “stability” and peace, it said.

Though the BJP was confident it would form the government on its own strength, party leaders have hinted at a post-election alliance, if need be, with its “natural ally,” the Sena. The BJP has dismissed the possibility of any such alliance with the Nationalist Congress Party (NCP).

Vinod Tawde, former Leader of the Opposition in the Legislative Council, said the BJP and the Sena’s disagreements were only on the issue of seat-sharing. The two parties were “not ideologically different.”
