അയല്രാഷ്ട്രങ്ങളുമായി ബന്ധം മെച്ചപ്പെടുത്തുന്നതിന്െറ ഭാഗമായാണ് പ്രധാനമന്ത്രിയുടെ ബംഗ്ളാദേശ് സന്ദര്ശനം. ഭൂട്ടാന്, നേപ്പാള്, ശ്രീലങ്ക എന്നീ രാഷ്ട്രങ്ങളും ഇന്ത്യന് മഹാസമുദ്രത്തിലെ ദ്വീപ് രാഷ്ട്രങ്ങളും കഴിഞ്ഞവര്ഷം മോദി സന്ദര്ശിച്ചിരുന്നു. ജൂണ് രണ്ടാം വാരം ധാക്കയിലേക്ക് തിരിക്കുന്ന മോദി ഈയിടെ ധാരണയായ ഇന്ത്യ- ബംഗ്ളാദേശ് അതിര്ത്തി നിര്ണയ ഉടമ്പടിയില് ഒപ്പുവെക്കുമെന്ന് കരുതുന്നു.
ജൂലൈ ഒമ്പത് മുതല് പത്തുവരെ റഷ്യയിലെ ഊഫയില് നടക്കുന്ന ബ്രിക്സ്, എസ്.സി.ഒ (ഷാങ്ഹായ് കോഓപറേഷന് ഓര്ഗനൈസേഷന്) ഉച്ചകോടികളോടനുബന്ധിച്ചാണ് റഷ്യയിലേക്കും അഞ്ച് മധ്യേഷ്യന് രാഷ്ട്രങ്ങളിലേക്കുമുള്ള സന്ദര്ശനം.
  ഒരു പഴയ കഥയാണ്. രണ്ടു പണ്ഡിതന്മാർ രാജ്യത്തെ രാജാവിനെ " മുഖം കാണിക്കാൻ" പോകുകയായിരുന്നു. വഴിക്ക് ഒരു താമരക്കുളം കണ്ടു. കുളം മുഴുവനും താമരപ്പൂക്കൾ വിടർന്നു ഉപരിതലം മുഴുവനും നിറഞ്ഞു അടിയിൽ ഒന്നും കാണാത്തവിധം വളരെ മനോഹരം ആയ ഒരു കാഴ്ചയായിരുന്നു അത്. രണ്ടു പണ്ഡിതന്മാരും ആ കാഴ്ച കുറച്ചുനേരം കണ്ടു രാജ കൊട്ടാരത്തിലേക്കുള്ള യാത്ര തുടർന്നു. കൊട്ടാരത്തിലെത്തിയ പണ്ഡിതന്മാരെ രാജാവ് ആദരപൂർവം സ്വീകരിച്ചു ആസനസ്ഥരാക്കിയ ശേഷം കുശലപ്രശ്നങ്ങൾ തുടങ്ങി. രാജാവ്: താങ്കളുടെ യാത്രയൊക്കെ സുഖമായിരുന്നില്ലേ? രണ്ടു അതിഥികളും: ഓ, നല്ല സുഖം ആയിരുന്നു. ഒരു പണ്ഡിതനെ നോക്കി രാജാവ്: വഴിക്ക് നല്ല നല്ല കാഴ്ചകളൊക്കെ കണ്ടിരിക്കുമല്ലോ, അല്ലെ? പണ്ഡിതൻ 1: പൊതുവെ നല്ല കാഴ്ചകൾ ആയിരുന്നു. പക്ഷെ, വഴിക്ക് അഴുക്കു നിറഞ്ഞ ഒരു വൃത്തികെട്ട ചളിക്കുളം കണ്ടു. വളരെ സങ്കടമായി. ഈ മറുപടി കേട്ട രാജാവിന് വളരെ ദു:ഖമായി. എന്തായാലും അദ്ദേഹം അതെ ചോദ്യം രണ്ടാമത്തെ പണ്ഡിതനോട് ചോദിച്ചു. രണ്ടാമത്തെ പണ്ഡിതൻ മറുപടിപറഞ്ഞു: എല്ലാം നല്ല കാഴ്ചകൾ ആയിരുന്നു. അതിൽ ഏറ്റവും വിശേഷപ്പെട്ടത് താമരകൾ വിരിഞ്ഞു നിറഞ്ഞു നിന്നിരുന്ന ഒരു കുളം ആയിരുന്നു. രാജാവ്: അപ്പോൾ താങ്കൾ ആ ചളിക്കുളം കണ്ടില്ലേ? പണ്ഡിതൻ 2: ചളിക്കുളമോ? വഴിക്ക് ആകെ ഒരേ ഒരു കുളമേ ഉണ്ടായിരുന്നുള്ളൂ. അത് വളരെ മനോഹരമായ ഒരു താമരക്കുളം ആയിരുന്നു. രാജാവ് ഒന്നാമത്തെ പണ്ഡിതന്റെ നേരെ തിരിഞ്ഞു ചോദിച്ചു: അപ്പോൾ താങ്കൾ കണ്ട ചളിക്കുളം എവിടെയായിരുന്നു? താമരക്കുളം കണ്ടില്ലേ? പണ്ടിതാൻ 1: അത്, ഞാൻ താമരപ്പൂക്കൾ ഉള്ള ഒരു കുളം കണ്ടു. പക്ഷെ, ചളിക്കുളങ്ങളിൽ ആണല്ലോ താമര വളരാറുള്ളത്? അതുകൊണ്ട് ആ താമരകൾ നിറഞ്ഞു നിൽക്കുന്ന കുളത്തിൽ ചളി ഉണ്ടാകാതിരിക്കില്ലല്ലോ! അതോർത്താണ് ഞാൻ ചളിക്കുളം കണ്ടു എന്ന് പറഞ്ഞത്. മോദി വിരുദ്ധരും സ്ഥിതിഗതികളെ കാണുന്നത് ആ ചളിക്കുളം കണ്ട പണ്ഡിതനെപ്പോലെയാണ്. | |

| Promises that he can't deliver: Have Modi's 18 foreign trips brought in the desired results?A year in office and Prime Minister Narendra Modi has already visited 18 countries, and spent close to 55 days abroad, making financial commitments that far outstrip the resources at the foreign office's disposal. Earlier this year, the Modi government slashed the foreign office's funding for the current fiscal by 15 percent, forcing the resource-strapped external affairs ministry to pull back from key diplomatic commitments.
A Telegraph report in February had pointed out that due to the slashing of funds, aid to Bangladesh will reduce by more than 40 percent, while a Rs 158-crore loan promised to the Maldives by March remains unfulfilled. The aid promised to Nepal has been cut by a third, assistance to Bhutan by a fifth and that to Myanmar by three-fifths.
The Modi government had already incurred a travel bill of Rs 317 crore in the first nine months of coming to power, according to the revised budgetary estimates, about Rs 59 crore more than the Rs 258 crore the UPA-II cabinet had spent in its last year in office (2013-14). The government does not see the travel spend coming down as the 2015-16 budget has made a provision of Rs 269 crore even though there has been a consistent cut in MEA funds as part of the overall budget tightening by the finance ministry.
But these high-level visits abroad are taking a major toll on the foreign office budget, so much so that the foreign office is now planning to write to the finance ministry to create a separate kitty for international commitments made by the Prime Minister, President and other senior government representatives to avoid national embarrassments and save face, according to another report in the Telegraph.
During his many trips abroad, Modi has promised a Rs 6,400 crore credit line to Mongolia as well as setting up of an English-medium school and an IT centre in the country. While in Seychelles, he promised a Dornier aircraft for the country's maritime surveillance and in Guyana Modi promised a Rs 384 crore grant for an ocean ferry and a four-lane highway. The lavish list of gifts doesn't end here and many promises of grants and development projects made to India's neighbouring economies such as Bangladesh, Afghanistan, Myanmar, Nepal and Bhutan, still remain unfulfilled due to a funding crunch at the foreign office.
"Non-availability of funds during this critical working period is detrimental to timely completion of projects and leads to cost overruns as procurement of material and labour cannot be done on the promise of imminent release of funds. Delay in the release of payment to vendors and stalling of projects affects our image and leads to questions on our credibility to complete key projects in a timely manner, the MEA had said in a written reply to the parliamentary panel earlier this month.
While several crores were spent in organizing Modi’s event at Madison Square Garden, his visit to the US did not translate into a single memorandum of understanding (MoU) being signed. China had pledged to invest $100 billion but Chinese premiere Xi Jinping, has met that promise with only a $20 billion commitment, which too hasn’t materialised till date. China, on the other hand, has already pumped in $46 billion in China-Pakistan Economic Corridor. Moreover, Modi went ahead and announced e-visas for a country that issues only stapled visas to Indians domiciled in Arunachal Pradesh and Jammu and Kashmir.
But this act of over promising and under delivering is not new to the Modi regime. The Vibrant Gujarat investor meet during his tenure spoke of Rs 2.0 lakh crore of investment. Billions of dollars were committed by India Inc though observers say these events had a history of pledges that were never followed through.
A 2012 report in Caravan had pointed out that even though Modi claims an implementation rate of greater than 60 percent for pledges made at the summits, an analysis of data from the state industry department suggests that only 25 percent of the promised investments have actually been made.
Is Modi now doing the same with his foreign policy too... promising what he cannot deliver? | |

Delhi LG Given Absolute Powers to Appoint Bureaucrats
NEW DELHI: In the midst of a raging row over his powers vis-a-vis AAP government, Delhi's LG has been given absolute powers by the Centre in appointment of bureaucrats for which he need not "consult" the chief minister on subjects like senior staff, police and public order.
The Anti-Corruption Bureau of the Delhi government has also been barred from registering any case against officers and political functionaries of the central government.
This decision is apparently aimed at preventing the AAP government from filing cases similar to the one against former Petroleum Minister M Veerappa Moily and a few central government officials in the natural gas issue in February 2014.
The gazette notification issued by the Home Ministry late last night said the LG will have jurisdictions over matters connected with services, public order, police and land and he may consult with the chief minister whenever he thinks necessary on issues of services using his own "discretion".
It is well established that where there is no legislative power, there is no executive power since executive power is co-extensive within legislative power, it said.
"Public order, police, land and services fall outside purview of legislative assembly of the National Capital Territory of Delhi and consequently the Government of NCT of Delhi will have no executive power" on such matters, accordingly to the notification.
The gazette notification said the LG shall in respect of matter connected with public order, police, land and services exercise the powers and discharge the functions of the central government to the extent delegated to him from time to time by President provided that the LG may in his discretion obtain view of the Chief Minister of Delhi in regard to the matter of "services" wherein he deems it appropriate.
The notification made it clear that it superseded a 1998 notification which had allowed the LG to "consult" with the chief minister in all matters except in those cases where he did not consider "expedient" to do so.
"In pursuance of the powers conferred under clause (1) of Article 239 of the Constitution, the President, hereby, directs that subjects to his control and until further orders, the LG of NCT of Delhi, shall in respect of matters connected with 'public order', 'police' and 'services' exercise the powers and discharge the functions of the central government, to the extent delegated from time to time to him by the
President, in consultation with the Chief Minister of the NCT of Delhi except in those cases where, for reasons to the recorded in writing, he does not consider it expedient to do so," the September 24, 1998 notification said.
The appointment of senior bureaucrat Shakuntala Gamlin as acting Chief Secretary by LG last week had triggered a full-blown war between the ruling AAP and Najeeb Jung, with Kejriwal questioning the LG's authority and accusing him of trying to take over the administration.

| റാഫേല് പോര്വിമാന ഇടപാടില് ക്രമക്കേട് :എ.കെ ആന്റണി  ന്യൂഡല്ഹി: ഫ്രാന്സ് സന്ദര്ശനത്തിനിടെ പ്രധാനമന്ത്രി നരേന്ദ്ര മോദി നടത്തിയ റാഫേല് പോര്വിമാന ഇടപാടില് ക്രമക്കേട് ആരോപിച്ച് മുന് പ്രതിരോധമന്ത്രി എ.കെ. ആന്റണി. ധനമന്ത്രാലയത്തിന്െറ എതിര്പ്പ് വകവെക്കാതെ ചട്ടം മറികടന്നാണ് നരേന്ദ്ര മോദി പോര്വിമാന ഇടപാട് നടത്തിയതെന്ന് ആന്റണി വാര്ത്താസമ്മേളനത്തില് പറഞ്ഞു. റാഫേല് ഇടപാടിന്െറ ഫയലില് താന് എഴുതിയ നിര്ദേശം പുതിയ സര്ക്കാര് അവഗണിച്ചു. പ്രതിരോധ സംഭരണ നയം അനുസരിച്ചല്ല ഇപ്പോഴത്തെ നടപടി. മുന്മന്ത്രിമാരായ ബി.ജെ.പി നേതാക്കളുടേതടക്കം എതിര്പ്പ് അവഗണിച്ചതായും സേനാ മേധാവികള് ഉള്പ്പെട്ട പ്രതിരോധ സാമഗ്രി സമ്പാദന കൗണ്സിലിന്െറ അംഗീകാരം തേടിയില്ളെന്നും ആന്റണി പറഞ്ഞു. തന്െറ കാലത്ത് റാഫേല് പോര്വിമാന ഇടപാട് വൈകിച്ചതിന് വ്യക്തമായ കാരണമുണ്ടായിരുന്നു. ഇവ നിലനില്ക്കുമ്പോള് തന്നെയാണ് പ്രതിരോധ, ധനമന്ത്രാലയങ്ങളെ അവഗണിച്ച് പ്രധാനമന്ത്രി നടപടിയെടുത്തത്. 36 യുദ്ധവിമാനം വാങ്ങാനാണ് ഇപ്പോഴത്തെ ധാരണ. 18 വിമാനങ്ങള് ഫ്രാന്സില് നിര്മിച്ച് ഇന്ത്യക്ക് കൈമാറാനും 108 എണ്ണം സാങ്കേതികവിദ്യാ കൈമാറ്റത്തിലൂടെ കേന്ദ്ര പൊതുമേഖലാ സ്ഥാപനമായ ഹിന്ദുസ്ഥാന് എയറോനോട്ടിക്കല്സില് നിര്മിക്കാനുമുള്ള പദ്ധതിയാണ് യു.പി.എ സര്ക്കാറിന്െറ കാലത്ത് മുന്നോട്ടുവെച്ചത്. ഇത്തരത്തില് സാങ്കേതികവിദ്യ കൈമാറുന്നതിന് റാഫേല് കമ്പനി എതിരായിരുന്നു. കരാറിനെതിരെ മുന്മന്ത്രിമാരായ യശ്വന്ത് സിന്ഹ, ജസ്വന്ത് സിങ് അടക്കമുള്ളവരും ധനമന്ത്രാലയവും തനിക്ക് എഴുതിയിരുന്നുവെന്ന് ആന്റണി വിശദീകരിച്ചു. വിമാനത്തിന്െറ സാങ്കേതിക മികവ്, ആയുസ്സ് തുടങ്ങിയ വിഷയങ്ങളാണ് ചൂണ്ടിക്കാണിക്കപ്പെട്ടത്. റാഫേല് കമ്പനിയെ സഹായിക്കാന് പാകത്തില് തയാറാക്കിയ രേഖകള് ക്രമവിരുദ്ധമാണെന്നും ആരോപിക്കപ്പെട്ടു. ധനമന്ത്രാലയവും ഇടപാടിനെ എതിര്ത്തു. ഈ സാഹചര്യത്തില് നടപടി മുന്നോട്ടുനീക്കുന്നതിന് താന് തടയിട്ടു. വിലനിര്ണയം അടക്കം പോര്വിമാനം വാങ്ങുന്നതിലെ സാങ്കേതിക നടപടി തുടരാം; പക്ഷേ, ചൂണ്ടിക്കാണിക്കപ്പെട്ട വിഷയങ്ങളില് തീര്പ്പുണ്ടാക്കാതെ സര്ക്കാറിലേക്ക് വിമാന ഇടപാട് ഫയല് അയക്കരുതെന്നാണ് നിര്ദേശിച്ചത്. സാങ്കേതികവിദ്യ കൈമാറാമെന്ന ഉറപ്പ് റാഫേല് കമ്പനി നല്കിയിട്ടുണ്ടോ എന്ന് ആന്റണി ചോദിച്ചു. പൊതുമേഖലാ സ്ഥാപനത്തില് വിമാനം നിര്മിക്കാനുള്ള ശ്രമമാണ് അട്ടിമറിക്കപ്പെട്ടത്. ഫ്രാന്സില്നിന്ന് നേരിട്ട് വിമാനം വാങ്ങുന്നത് ‘ഇന്ത്യയില് നിര്മിക്കാ’മെന്ന പദ്ധതിക്ക് വിരുദ്ധമാണ്. ഫ്രാന്സ് കമ്പനിയും സര്ക്കാറും കോര്പറേറ്റുകള്ക്ക് ലാഭം കൊയ്യാനുള്ള അവസരം നല്കുകയാണ് ചെയ്യുന്നതെന്നും ആന്റണി കുറ്റപ്പെടുത്തി. കഴിഞ്ഞ ഒരു വര്ഷത്തിനിടയില് ദേശസുരക്ഷ അപകടപ്പെടുത്തുന്ന വിധത്തില് പല തീരുമാനങ്ങള് മോദി സര്ക്കാറിന്െറ ഭാഗത്തുനിന്ന് ഉണ്ടായെന്ന് ആന്റണി പറഞ്ഞു. അതിര്ത്തിയില് ചൈന ഉയര്ത്തുന്ന ഭീഷണി മുന്നിര്ത്തി യു.പി.എ സര്ക്കാര് രൂപവത്കരിച്ച ‘മൗണ്ടന് സ്ട്രൈക്ക് കോറി’ന്െറ ശേഷി വെട്ടിക്കുറച്ചു. പ്രതിരോധ വിഹിതം വെട്ടിക്കുറക്കുകയും അനുവദിച്ച പണം ചെലവാക്കുന്നതില് പരാജയപ്പെടുകയും ചെയ്തു. സേനയുടെ നിരന്തര സമ്മര്ദം പരിഗണിച്ചാണ് മൗണ്ടന് സ്ട്രൈക്ക് കോറിന്െറ രണ്ടു ഡിവിഷനുകള് നാഗാലന്ഡിലും അസമിലുമായി തുടങ്ങിയത്. എന്നാല്, 7000 സൈനികരെ ഇതിലേക്ക് നിയോഗിച്ചത് ഇപ്പോള് 3500 ആക്കി കുറച്ചിരിക്കുകയാണ്. കോറിന്െറ ശേഷി ദുര്ബലപ്പെടുത്തുന്നത് ദേശവിരുദ്ധ പ്രവര്ത്തനമാണെന്ന് ആന്റണി പറഞ്ഞു. ആറു വര്ഷമായി പ്രതിരോധ വിഹിതം കൂട്ടുകയും അതിനനുസരിച്ച് വിനിയോഗം നടത്തുകയും ചെയ്തിരുന്നു. എന്നാല്, കഴിഞ്ഞ വര്ഷം പ്രതിരോധ വിഹിതം കുറച്ചതിനു പുറമെ, അനുവദിച്ചതിന്െറ 87 ശതമാനം മാത്രമാണ് സൈനിക^രാജ്യസ്നേഹം പറയുന്ന സര്ക്കാര് വിനിയോഗിച്ചത്. സൈനികര്ക്കും വിമുക്തഭടന്മാര്ക്കും വേണ്ടി ഒട്ടേറെ വാഗ്ദാനങ്ങള് മുന്നോട്ടുവെച്ച ബി.ജെ.പി സര്ക്കാര് ഒരു റാങ്ക് ഒരു പെന്ഷന് പദ്ധതി ഒരു വര്ഷമായി വെച്ചുതാമസിപ്പിക്കുകയാണ് ^ആന്റണി കുറ്റപ്പെടുത്തി. | |

| മോദിയുടെ വിവാദ പ്രസ്താവനക്കെതിരെ പരാതി  ന്യൂഡല്ഹി: വിദേശ പര്യടനത്തിനിടെ പ്രധാനമന്ത്രി നരേന്ദ്ര മോദി രാജ്യത്തെ അപമാനിച്ചെന്നാരോപിച്ച് കോടതിയില് പരാതി. എന്.ഡി.എ അധികാരത്തിലേറും മുമ്പ് ഇന്ത്യയില് ജനിക്കുന്നത് നാണക്കേടായിരുന്നുവെന്ന മോദിയുടെ പരാമര്ശത്തിനെതിരെ വിവരാവകാശ പ്രവര്ത്തകന് സന്ദീപ് ശുക്ളയാണ് കോടതിയെ സമീപിച്ചത്. ടി.വിയില് പ്രസംഗം കേട്ടപ്പോള് താനും രാജ്യവും അപമാനിക്കപ്പെടുന്നതായി തോന്നിയെന്ന് ഡല്ഹി ചീഫ് മെട്രോപൊളിറ്റന് മജിസ്ട്രേറ്റ് മീനാ ശ്രീവാസ്തവക്ക് സമര്പ്പിച്ച പരാതിയില് ശുക്ള കുറ്റപ്പെടുത്തി. പ്രസംഗത്തിന്െറ വിഡിയോ പകര്പ്പ് തെളിവായി നല്കിയിട്ടുണ്ട്. ജൂണ് 10ന് കോടതി വാദം കേള്ക്കും. | |
