Days after Minister of State for Minority Affairs Mukhtar Abbas Naqvi said that those who eat beef should go to Pakistan, Minister of State for Home Kiren Rijiju said his colleague’s statements were “unpalatable”.

“I eat beef, I’m from Arunachal Pradesh, can somebody stop me? So let us not be touchy about somebody’s practices,” Rijiju said during a visit to Aizawl on Tuesday. “This is a democratic country. Sometimes, some statements are made which are not palatable.”

Ballabgarh Communal Tension: Their houses set on fire, Muslims flee village

The violence may have lasted a little over an hour on Monday evening. But that was enough to make the Muslims residents of Atali village in Ballabgarh, Faridabad, flee for their lives. The mosque under dispute was burnt, homes were torched and belongings were abandoned. Most who fled the village agreed — a return simply didn’t seem possible.

The evidence of the hasty exodus could be seen everywhere. Almost no house was locked. Many still had fans running and policemen could seen going in to switch them off. Equally abundant were the signs of the carnage — streets littered with bricks, skeletons of torched vehicles and smoke-blackened house façades.

The lane that leads to the under-construction mosque in Atali village is lined with small shops and only one was owned by a Muslim. This shop alone was torched during the violence.

Muslims in the village claimed that this selective targeting of homes during the violence was the underlying trend. Surrounding the under-construction mosque are about 20 homes, 17 of them owned by Muslims. All 17 were torched on Monday. A godown owned by a Muslim farmer, almost a kilometre from the mosque, was burnt on Tuesday morning. It was the only structure in the area that was targeted.

Police said the village has been tense since the beginning of May, when the Muslims began construction of the mosque at the disputed site.

While the Muslims maintained that the court had given them permission to resume construction, after a near-six year stay was vacated, the Jats maintained that resuming the construction in the village was in clear violation of the court’s order.

The violence began a little before 5 pm on Monday. The Muslims had gathered at the residence of Isal a showroom owner, located directly opposite the under-construction mosque.

“We had just begun praying when the attacks started. They came in groups of 10 and attacked each house. Bricks and gas cylinders were thrown hurled inside the houses. They attacked us with baseball bats and sticks. We tried to escape by locking ourselves inside our homes.

That was when they started dousing our homes with petrol and setting them on fire,” he said.

The Muslims alleged that the violence was planned and claimed that even Jats from nearby villages were called in to attack them. They alleged that police deliberately delayed taking action. The Jats, in turn, alleged that the violence was instigated by the Muslims and two houses, owned by Jats, were also burnt.

Police arrived at the village around 6 pm on Monday evening. Officers said they took immediate action and had to use mild force to disperse the rioters.

Srinagar: The Chief of Army Staff had presented a cheque of Rs 100 crore on Army Day on January 15 this year to the Prime Minister’s Relief Fund for Kashmir flood victims, but the actual process of collecting the money started on March 12, the Indian Express reported on Saturday.
The amount was said to have been donated to the relief fund after collecting one days’ salary from officers and other ranks of the Army
However, the Indian Express reported that documents accessed by it show that two months after the cheque was presented, a letter was issued by the Army HQs to all Command headquarters, the Integrated Defence Staff, Andaman and Nicobar Command, Special Forces Command, National Cadet Corps, Assam Rifles and Directorate General of Quality Assurance “on the manner in which the contribution was to be collected.”
The newspaper reported:
“The letter was issued with the heading ‘Voluntary Contribution of One Days salary by Indian Army personnel to Prime Minister’s National Relief Fund for floods in J&K’ and was signed by an officer of the rank of Brigadier. This letter gives out the procedure which is to be followed for making the voluntary contribution and says that the list of contributors should be dispatched latest by May 10.”
Prior to this letter, the Express reported, the Army HQs had on January 8 issued a ‘signal’ to all commands, saying there was a proposal to contribute one days’ salary on voluntary basis for the flood victims.
It also said that the Chief of Army Staff intends to announce the measure on the occasion of Army Day 2015 and that confirmation for the same may be given “positively by January 12”, the report said.
The letter, dated March 12, goes on to say that the initial cheques for the relief fund would be sent by the Controller General of Defence Accounts to Adjutant General’s branch by June 1, 2015.
“Subsequent cheques will be sent by first of every month from June to August,” the report, quoting the letters said, adding that in turn, the Adjutant general’s branch will forward these cheques to the Prime Minister’s National Relief Fund.
Responding to the Express’s reporter, Additional Director General Public Information Maj Gen Shaukin Chauhan said that it was in the October 2014 Army Commanders conference that the issue of donating one days’ salary was discussed and approved in principle.
The report said:
“When asked about the letter issued by Adjutant general’s branch in March, Major General Chauhan said, “We are a huge Army and there is a process which has to be followed. That is what we are doing,” he said.
He also said that the issue was being unnecessarily being raked up by mischievous elements, the report added.
Also, Dehradun-based activist Prabhu Dandriyal had filed an RTI petition with the Army on March 20, seeking information on whether the cheque has been deposited in the fund. In case it has been deposited, he had asked for the details of the bank and the account head of the army from where the money has been debited. And if the cheque was not deposited, Dandriyal had sought whether it had been returned the army.
He had filed the RTI plea after reading media reports about several Army men expressing unhappiness about Gen. Singh’s decision to hand over the cheque without first taking their consent for the deduction.
On May 12, a response from Lt. Col. Rajiv Guleria, the Public Information Officer said: “…no amount on account of contributions from salary of any Army personnel has yet been donated to the Prime Minister Relief Fund. The matter is under consideration.”
The wide publicity given to army’s flood relief and rescue operations by news channels had come under severe criticism in Kashmir, where a majority of people believed that it was a PR campaign that not only twisted facts but also undermined the efforts of local volunteers.

Defence Minister Manohar Parrikar, in a television interview on Tuesday evening, did not rule out buying more Rafale fighters, over and above the 36 that Prime Minister Narendra Modi requested the French government for during his visit to Paris in April.

On Thursday, Parrikar had declared that buying 90 less Rafale fighter than the 126 that was earlier planned would save him money to buy more Tejas Light Combat Aircraft for the Indian Air Force. "I have saved the cost of 90 Rafales," Parrikar had said in New Delhi.

Yet, on Tuesday, the defence minister backed off from that statement, declining to clarify whether the Rafale purchase would be capped at 36 fighters. "I'm not saying we will buy more Rafale; I'm not saying we will not buy more," said Parrikar.

All that he confirmed is that French vendors would have to discharge offsets worth 50 per cent of the contract value; and that the final price for the Rafale would be cheaper than what Dassault had quoted for 18 ready-built fighters in its commercial bid in the medium multi-role combat aircraft tender.

"In the MMRCA tender, Dassault was to supply 18 Rafales in flyaway condition, and also build 90 fighters in Hindustan Aeronautics Ltd. Now Dassault is freed of the responsibility to 'Make in India'. The price they now supply the Rafale at should not just be lower, but at least 30-35 per cent lower than the price which included 'Make in India," says Pushpinder Singh, aerospace industry expert.

Parrikar says negotiations with France will start next week. On Monday, he had told The Indian Express that the contract would be finalised in two to three months and the first Rafales would be supplied to the IAF within one year.

Parrikar also did a volte-face on the mountain strike corps, repudiating an earlier statement that it was being cut down by half to one-third.

On April 13, Parrikar had told Doordarshan: "I think we'll have to work out the size of it properly. It cannot be the size initially approved. It has to be slightly trimmed down."

Soon after that, his ministry said that, instead of raising a 70,000-person corps for Rs 88,000 crore, the new corps would have half that number and cost Rs 38,000 crore over next eight years.

On Tuesday Parrikar said the MSC was being pared down only as a temporary measure because of a funding shortfall. When funds became available, the MSC would be built up to the strength planned by the United Progressive Alliance government, he clarified.

The defence minister also created another deadline for himself, promising on Tuesday that his ministry would finalise a proposal for a "chief of defence staff," or CDS, and send it up for cabinet sanction by end-June.

In the interview, Parrikar appeared slightly confused about whether the tri-service chief would be a five-star "chief of defence staff," as recommended by a group of ministers in 2001; or a four-star "permanent chairman of the chiefs of staff committee" recommended by the Naresh Chandra Committee in 2012.

"What does a name matter?" he responded to a query by the interviewer. He added the new post would be significantly more powerful than the current three-star "chief of integrated defence staff" that coordinates tri-service planning.

Questioned on one rank, one pension, on which the government has slipped several deadlines, Parrikar stated it would be cleared in a "reasonable" time frame. The proposal was with the finance ministry, he said, and since they had not come back to him with any queries, he assumed it would be cleared. In January, Parrikar had stated that OROP would be implemented by July, within a year of it being publicly accepted by the new government. Parrikar reassured ex-servicemen that OROP would be implemented in full; and that arrears would be paid from April 2014.

ഒന്നാം വാര്‍ഷികം പ്രമാണിച്ച് വന്‍കിട പ്രചാരണം ആസൂത്രണംചെയ്ത സര്‍ക്കാര്‍ പക്ഷേ, പ്രതിപക്ഷത്തിന്‍െറ ശക്തമായ പ്രതിപ്രചാരണത്തെ അതിജീവിക്കാന്‍ പ്രയാസപ്പെട്ടു. കോണ്‍ഗ്രസ് കഴിഞ്ഞ ഏതാനും ദിവസമായി തുടര്‍ച്ചയായ വാര്‍ത്താസമ്മേളനങ്ങള്‍ നടത്തി സര്‍ക്കാറിന്‍െറ വാഗ്ദാനലംഘനങ്ങള്‍ അക്കമിട്ടുനിരത്തി.
