| Government has spent Rs 94 crore on advertisements alone for Prime Minister Narendra Modi's pet Swachh Bharat Mission, which is a rechristened version of erstwhile UPA's Nirmal Bharat Abhiyaan.
An RTI response from the Ministry of Drinking Water and Sanitation, the nodal ministry for the scheme, said government had spent Rs 2.15 crore for advertisement and publicity, Rs 70.80 lakh on advertisements in print newspapers, Rs 43.64 crore on audio visual advertisements, Rs 25.88 crore advertisements through DAVP in TV channels, Rs 16.99 crore advertisements in Doordarshan and Rs 5.42 crore of advertisements in radio during 2014-15 | |

ന്യൂഡല്ഹി: ബി.ജെ.പി ദേശീയ അധ്യക്ഷന് അമിത് ഷാ ഉള്പ്പെടെ പ്രബലര് പ്രതിചേര്ക്കപ്പെട്ട പ്രമാദമായ സൊഹ്റാബുദ്ദീന് ശൈഖ്-തുള്സി പ്രജാപതി വ്യാജ ഏറ്റുമുട്ടല് കേസ് സി.ബി.ഐയും നിയമമന്ത്രാലയവും ചേര്ന്ന് തേച്ചുമായ്ച്ച് ഇല്ലാതാക്കുന്നു. ഷാ ഉള്പ്പെടെ എട്ടുപേരെ മുംബൈയിലെ വിചാരണ കോടതി കുറ്റവിമുക്തരാക്കിയെങ്കിലും ഇതിനെതിരെ അപ്പീല് നല്കാതെയാണ് സി.ബി.ഐ കേസ് അട്ടിമറിക്കുന്നത്. കഴിഞ്ഞ വര്ഷം ഡിസംബറില് അമിത് ഷാക്ക് കോടതി ക്ളീന് ചിറ്റ് നല്കിയിരുന്നു. പിന്നാലെ ഐ.പി.എസ് ഓഫിസര് അഭയ് ചുദാസമ, രാജസ്ഥാന് മുന് ആഭ്യന്തര മന്ത്രി ഗുലാബ് ചന്ദ് ഖട്ടാരിയ, രാജസ്ഥാനിലെ വ്യവസായ പ്രമുഖന് വിമല് പട്നി, ഗുജറാത്ത് പൊലീസ് മേധാവിയായിരുന്ന പി.സി. പാണ്ഡെ, മുന് എ.ഡി.ജി.പി ഗീതാ ജോഹ്രി, യശ്പാല് ചുദാസമ, അജയ് പട്ടേല് എന്നിവരെ തെളിവില്ളെന്നും അന്വേഷണത്തിന് ഒൗദ്യോഗിക അനുമതി തേടിയിരുന്നില്ളെന്നുമുള്ള കാരണംപറഞ്ഞ് കോടതി കേസില്നിന്ന് ഒഴിവാക്കി. ഷായെ രാഷ്ട്രീയ താല്പര്യംവെച്ച് ബോധപൂര്വം കേസില് കുടുക്കുകയായിരുന്നുവെന്നായിരുന്നു അഭിഭാഷകന്െറ വാദം. പ്രധാനമന്ത്രിയുടെ പ്രതിച്ഛായയെ ദോഷകരമായി ബാധിച്ചിട്ടുള്ള കേസുമായി മുന്നോട്ടുപോകേണ്ടതില്ല എന്ന് സര്ക്കാറില്നിന്ന് സന്ദേശം ലഭിച്ചതിനെ തുടര്ന്നാണ് സി.ബി.ഐ പിന്നോട്ടടിച്ചതെന്നറിയുന്നു. കോടതി വിധി വന്ന് തൊണ്ണൂറു ദിവസത്തിനകം അപ്പീല് നല്കണമെന്നാണ് വ്യവസ്ഥ. ജൂലൈ അവസാനത്തോടെ ബാക്കി മൂന്നുപേരും അപ്പീലില്നിന്ന് രക്ഷനേടും. കോടതിയുടെ നേരിട്ടുള്ള മേല്നോട്ടത്തില് നടന്ന അന്വേഷണമായിട്ടും കേസില് അപ്പീല് നടപടികളാരംഭിക്കാന് തയാറാവാത്തത് കടുത്ത നിയമലംഘനമാണെന്ന് സി.ബി.ഐ ഉദ്യോഗസ്ഥര്ക്കിടയില്തന്നെ അഭിപ്രായമുണ്ട്.സൊഹ്റാബുദ്ദീനെ വധിച്ചത് വ്യാജ ഏറ്റുമുട്ടലിലാണെന്ന് ഗുജറാത്ത് സര്ക്കാര് അഭിഭാഷകന് നേരത്തേ സത്യവാങ്മൂലം നല്കിയിരുന്നു. നീതിപൂര്വവും നിഷ്പക്ഷവുമായ അന്വേഷണം ഉറപ്പാക്കാന് സുപ്രീംകോടതി ഉത്തരവു പ്രകാരം ഗുജറാത്തിനു പുറത്തുള്ള കോടതിയിലാണ് വിചാരണ ആരംഭിച്ചത്. രാജസ്ഥാനിലെ മാര്ബ്ള് വ്യാപാരികളുടെ താല്പര്യപ്രകാരമാണ് സൊഹ്റാബുദ്ദീനെയും ഭാര്യ കൗസര് ബീയെയും പൊലീസ് ഏറ്റുമുട്ടലില് കൊലപ്പെടുത്തിയത് എന്നാണ് സി.ബി.ഐ കേസ്. ഈ സംഭവത്തിലെ സുപ്രധാന സാക്ഷിയായ തുള്സി പ്രജാപതിയെ തെളിവുനശിപ്പിക്കുന്നതിന്െറ ഭാഗമായി കൊലപ്പെടുത്തുകയായിരുന്നു. | |

This is why I have spoken on decentralizing this powerful forum in our earlier deliberations. We must proactively move beyond being Summit-centric. We must champion Sub-national Level exchanges. Distinguished delegates, ladies, and gentlemen, I am delighted to be in Brazil. I thank President Rousseff, the Government, and the wonderful people of Brazil for their hospitality.
This is my first BRICS summit and it has been a truly enriching experience. I have gained a lot from the insight and vision of the World Leaders gathered here.
I have also had the privilege of sowing the seeds of personal relationships with each of the leaders. I look forward to seeing them blossom into deep and strong personal bonds in the days to come.
Excellencies, BRICS enters the second cycle of its summits today.
This Summit takes place at a crucial juncture. The World is facing a high level of economic and political turmoil. Conflict and instability is growing in many key regions. This increases the challenges of tackling poverty, making growth more inclusive, and evolving a sustainable model of development.
Restoring a climate of peace and stability is an urgent global need. This calls for newer avenues of cooperation and collaboration.
I believe BRICS can answer this call. This I do because of the uniqueness of BRICS as an international institution. For the first time it brings together a group of nations on the parameter of 'future potential'; rather than existing prosperity or shared identities. The very Idea of BRICS is thus forward-looking.
I therefore believe it can add fresh perspectives and mechanisms, to existing international institutions.
Thus, we must ensure that the future development of our partnerships, and institutions, stays true to this original idea.
BRICS must provide a united and clear voice in shaping a peaceful, balanced and stable World. We should intensify our cooperation in confronting global challenges; like Terrorism, Cyber Security and Climate Change. BRICS must also play a proactive role in shaping the global discourse on Growth and Development. This includes shaping the post-2015 Development Agenda to keep the central focus on tackling Poverty. We must seek urgent reforms of global institutions of governance like the UN Security Council and international financial institutions. We must help shape the WTO regime. We could also explore setting up a BRICS University. This would connect campuses in each of our countries; virtually, as well as through intensive student, faculty and research collaboration.
